V. PENDING ITEMS
The in-lieu flow chart was discussed. Vance stated that it was a great tool but that some items needed to be edited because if not there would be no in-lieu contributions. He suggested asking different questions to bring the in-lieu contribution back into the picture. Vance also suggested asking the City Council to reconsider the monetary in-lieu previously passed. In-lieu contributions should be no less than the cost to build the storage facility. Farmer questioned if land cost should be part of the in-lieu equation. Vance stated that land cost should be taken into consideration. Shaw stated that any in-lieu contributions should be used for the designated basin and not on other basin projects.
Establishing a formula for determining an in-lieu contribution was discussed. Shaw stated that subjectivity should be taken out of the formula used. Farmer stated that it was premature to have in-lieu if regional detention is not built. Currently, there is no regional detention. Light stated there are other alternatives to in-lieu. Alternatives mentioned were below ground storage, off-site storage, and rooftop storage. Zolper suggested the in-lieu contribution be determined on a site by site basis using construction cost plus land cost. Light noted that the flow chart from Redmond, WA excludes land cost. Light stated that the simplest way to determine an in-lieu contribution is based on what the developer is proposing. Vance motioned and Zolper seconded for the City Staff to prepare a written proposal for in-lieu based on construction cost plus land cost. Wilcox voted nay, everyone else voted aye. Zolper questioned if the established basins could be used as jurisdictions. Light stated yes. Zolper suggested using the Redmond, WA concept with established basins. Zolper echoed Shaw’s statement that in-lieu contributions should be used for the designated basin.
The minimum square footage on additional structural and site improvements was increased from 500 S.F. to 2,000 S.F. Vance motioned. Second Beisner. All voted aye.
Vance stated that he is in the process of gathering information (# of staff, etc.) regarding the Inspections Department.
Shaw commended Public Works for hosting a permit training seminar on July 26, 2008.
Light stated that the manual should be approximately 90% complete by the next meeting.
Wilbanks left at 9:15 a.m.
