APPEAL HEARING - 7:10 P.M. - As requested by Mr. James Mashburn and his Attorney, Charles M. Mooney, Sr., regarding a rezoning denial by the Metropolitan Area Planning Commission. Mr. Mashburn requests approval of rezoning from Residential One to Residential Two for his .71 acre, located on the south side of Nettleton Avenue, west of Elmdale Drive. 3. Approval of minutes from May 15, 1995, as mailed.
 
· "Certificate of Appreciation" presented to Mr. Philip Andrew Ross, in recognition of his being named the 1995 Arkansas Governor's Scholar in the Interlochen Arts Camp. (Councilman Evans)

(A) 3rd reading - Ordinance to rezone Lot 2, Block B, Lanes Addition from Residential One to Residential Two, located on the west side of Bowling Lane, south of Kitterman Drive. (Smallman\Lyons)
 
(B) 3rd reading - Ordinance rezoning property from Residential One to Industrial One, located in the southwest corner of the intersection of Highland Drive and Industrial Drive. (Keith Meredith)
 
(C) 1st reading - Ordinance to rezone property from Residential One to Residential Three, located south of Race Street, between Briar Lane and Middle Field Drive. (Mark Fleming)
 
(D) 1st reading - Ordinance to rezone property from Residential One to Residential Two, located on the South side of West Nettleton Avenue and West of Elmdale Drive. (Jim Mashburn/Skip Mooney Sr.)

(F) 3rd reading - Ordinance amending the Jonesboro 1995 Operating Budget for the purpose of transferring two positions (Custodian and Maintenance Supervisor) and all appropriated funds from the Justice Complex expense to the Police Department budget.
 
(G) 1st reading - Ordinance to waive competitive bidding to purchase and install 486 lineal feet of guard rail.
 
5. Council consideration for placement of a mobile home on Davis Road, east of North Caraway. The request is made by Mr. Leonard Davis the son of Mrs. Ruby M. Davis and her physician, Revel D. Porter, M.D.
 
6. Resolution to condemn the following properties:
      
      · 724 West Woodrow - Rick Covey, Owner
· 112 West Gordon - Larry Green, Owner
· 520 West Forrest - Jerry Russell, Owner
 
7. Review recommendations to appoint and/or reappoint the following persons to:
 
      Airport Commission:
 
● Reappoint Mr. David Marthy with an expiration date of April, 2000
● Dr. Robert Landry to fill unexpired term of Dr. Ben Owens which will expire April of 1999
 
Civil Service Commission
 
● Appoint Mr. Larry Duke to replace Mr. Jim Hoggard of the Civil Service Commission whose term expires April of 1999.
