CITY COUNCIL MINUTES FEBRUARY 18, 1980
The Jonesboro City Council met in regular session, Monday, February 18, 1980, at 7:30 p.m. Present: Mayor City Clerk, City Attorney, and the following named aldermen: Park, Shelton, Bridger, Minx, Haigler, Stricklin, Province, Mays and Haggenmacher. Absent: Sanderson, Hinson and Hannah.
The minutes of February 4, 1980, were approved as mailed on motion by Mr. Park, seconded by Mr. Shelton and all council voting aye.
Mr. Park offered the following ordinance:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT DATED DECEMBER 26, 1979; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
Mr. Park moved that the rules be suspended and the ordinance be placed on 2nd reading, second by Mr. Bridger. All voted aye.
The following bids were received for grills and tables:

Mr. Shelton moved that the low bid meeting the specs be approved, seconded by Ms. Haigler. All voted aye.

Ms. Haigler moved for the approval of the bid from Consolidated Ins. Co., seconded by Mr. Park. All voted aye.

Ms. Haigler moved that the bid from Jonesboro Pipe be approved, seconded by Mr. Bridger. All voted aye.

Mr. Province moved that the bid form Jonesboro Concrete Pipe be approved, seconded by Mr. Shelton. All voted aye.

Ms. Haigler moved for the approval of the bid from J & R Concrete, seconded by Mr. Stricklin. All voted aye.
The following ordinance was on 3rd and final reading:
AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE OF REZONE THE CITY OF JONESBORO PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES
Mr. Bill Bristow representing property owners requesting the rezoning presented several persons testimony to council concerning the feasibility of rezoning the property.
Wayne Duncan represented those property owners not in favor of the property being rezoned.
After a lengthy discussion on the matter, Mr. Park moved that the rezoning be denied, seconded by Mr. Haggenmacher. Voting yea: Park, Province and Haggenmacher. Voting nay: Shelton, Bridger, Minx, Stricklin and Mays. Ms. Haigler abstained. Motion failed
Mr. Bridger then moved for the adoption of the ordinance, seconded by Mr. Shelton. Voting yea: Shelton, Bridger, Minx, Stricklin and Mays. Voting nay: Park, Province and Haggenmacher. Ms. Haigler abstained. Motion failed.
There being no further business, council adjourned.
