CITY COUNCIL MINUTES - March 20, 2000

 

The Jonesboro City Council met Monday, March 20, 2000 at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk Donna Jackson, City Attorney Phillip Crego and 11 council members. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin and Roddy. Councilman Moore was unable to attend.

 

Councilman Perrin moved, seconded by Councilman Roddy for approval of the minutes as previously delivered. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin and Roddy.

 

The following ordinance was on third and final reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Cooper and Roberts)                     

 

Councilman Tate moved, seconded by Councilman McCall for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin and Roddy. The ordinance was assigned ordinance number 3206.

 

The following ordinance was never offered:

 

ORDINANCE TO VACATE A PORTION OF LOUIE LANE BETWEEN COVEY ROAD AND NEELY ROAD. (Teresa L. BrimHall)

 

Councilman Rega moved, seconded by Councilman Perrin to table this particular ordinance till April 3, 2000. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin and Roddy.

 

Councilman Young offered the following ordinance for first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Phillips Investments)                     

 

Councilman Tate moved, seconded by Councilman Rega to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin and Roddy. Several persons spoke in opposition to the zoning matter, and questioned the proper procedure for contesting the zoning change. City Planner, Jeff Hawkins responded saying the matter (along with agenda items D and E) had been recommended by the Metropolitan Area Planning Commission on March 14th with no opposition being voiced. The opposition responded saying notification signs were not put up soon enough for individuals to act on the matter. The third reading was held for the April 3, 2000 meeting.

Councilman Rega questioned if the Council should take the recommendation of City Planner, Jeff Hawkins and specify that the property was previously a landfill. Mr. Hawkins responded saying disclosure is required. Councilman Tate moved, seconded by Councilman McCall to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin and Roddy. Councilman Tate moved, seconded by Councilman Perrin for the adoption of the ordinance. The ordinance was assigned ordinance number 3207.

 

Councilman Rega offered the following ordinance for first reading:

Council reviewed Bid No. 2000:09 - Capital Improvement - Sports Field Lighting of Campbell Park. Councilman Rega moved, seconded by Councilman Roddy to accept the recommendation of the Parks Committee to accept the bid of South Central Electric for $837,678.00 which included a ten year warranty. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin and Roddy

 

Councilman Rega moved, seconded by Councilman Kelton for the adoption of a resolution to amend the Jonesboro Wage and Salary Management Plan for the positions of City Planner and MATA Director. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin and Roddy. The resolution was assigned number 2000:14.

 

Councilman Young moved, seconded by Councilman Perrin for the adoption of a resolution authorizing the Mayor and City Clerk to purchase 14.01 acres located near Race Street from Mr. and Mrs. George Allen, for the sum of $90,000, to come from the Parks Capital Improvement Fund. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin and Roddy. The resolution was assigned number 2000:15.

 

Under new business, Councilman Kelton requested Mr. Hawkins to explain the Jonesboro Area Planning Map which was mailed to members of the Council. Mr. Hawkins explained it was the proposed revised planning area map for the City of Jonesboro. He explained it designates the area within Jonesboro’s territorial jurisdiction for which the Metropolitan Area Planning Commission will prepare plans, ordinances, and regulations. Further Mr. Hawkins stated that typically cities prepare plans for the incorporated area as well as the areas they think will be part of the city at some reasonable future date. Mayor Brodell reminded Council that the Metropolitan Area Planning Commission has jurisdiction over the county as well as the city. Councilman Kelton stated the Planning Committee will call a meeting to discuss the proposed planning map in order to make recommendations to the full Council.

 

Councilman Province reported that the Building Committee and the Finance Committee had met and studied the feasibility of purchasing the property located at 515 W. Washington. He explained the appraised value of the property was $945,000.00 and was well suited to meet the City of Jonesboro’s administrative government. Councilman Province further explained that with a population of over 50,000 there is a need for expansion, and the building at 515 W. Washington is more feasible than trying to remodel current city owned structures. He stated the reason the resolution was not on the agenda was because an offer had been made, but not accepted in time to meet the agenda deadline. Councilman Young moved, seconded by Councilman Tate to amend the resolution to read, WHEREAS, Ordinance No. 3181, adopted December 6, 1999 has designated funds for such a purchase in Capital Improvements of $645,000 and in Parking of $300,000 for a total of $945,000.00" A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin and Roddy. Councilman Province moved, seconded by Councilman Roddy for the approval of the resolution as amended. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Perrin and Roddy. The resolution was assigned resolution number 2000:16.

 

Mayor Brodell announced that Mt. Carmel Church would be hosting a drop in meeting to allow individuals to examine preliminary plans for the widening of Highway # 49 South to the Valley View Fire Department.

 

With no further business, the meeting was adjourned.
