CITY COUNCIL MINUTES APRIL 4, 1977

 

The Jonesboro City Council met in regular session, Monday, April 4, 1977, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk, and the following named aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Smith and Shepard.

 

Hillis Pratt presented to council, petitions which were signed by business people who were opposed to “No Parking” on Main. Mr. Smith moved that the matter be referred to the Parking Committee of council along with the Parking Authority, seconded by Mr. Stricklin. All voted aye.

 

The Mayor advised council that Gladys Montague has offered to sell the northwest corner of Jefferson and Union for $113,500.00, with 25% down. The matter was referred to the Parking Committee.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES, AND FOR OTHER PURPOSES

 

Mr. Hannah moved that the rezoning request be denied, second by Mr. Minx. Mr. Sanderson then moved that the request be tabled, seconded by Mr. Park. Voting aye: Park, Sanderson, Shelton, Stricklin, Smith and Shepard. Voting nay: Hinson, Bridger, Hannah, Haigler and Province. Motion failed. Voting aye on the original motion: Hinson, Shelton, Minx, Hannah, Haigler, Stricklin and Province. Voting nay: Park, Sanderson, Bridger, Smith and Shepard. Motion passed.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Minx moved that the ordinance be amended, by changing the zoning from C-3 to C-2, seconded by Mr. Stricklin. All voted aye. Mr. Stricklin then moved for the adoption of the ordinance to include the emergency clause, second by Mr. Hinson. All voted aye and the ordinance was given #1569.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY R-1 AND R-2: DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

The following bids were opened for a pick up for the Cemetery Department:

Mr. Park moved that the low bid be accepted second by Mr. Shelton. All voted aye.

 

The following bids were opened on lawnmowers:

Mr. Smith moved that the bids be referred to the General Committee, second by Mr. Stricklin, roll call voting aye: Park, Sanderson; Voting nay: Hinson, Shelton Bridger, Manx Hannah, Haigler, Stricklin, Province, Smith and Shepard. Motion failed.

 

Mr. Smith then moved that the bids be referred to the General Committee and that they be given permission to purchase mower, second by Mr. Stricklin. All voted aye.

 

Mr. Stricklin moved that the Mayor and Finance Committee meet with Judge Gilliam and his committee to make plans for acquiring the Federal Building, seconded by Mr. Park. All voted aye.

 

Mr. Hinson offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES, AND FOR OTHER PURPOSES                                          

                     

Mr. Smith moved that the rules be suspended and the ordinance be placed on 2nd reading, second by Mr. Hinson. All voted aye.

 

Mr. Hinson moved that permission be granted for placing mobile homes at 306 N. Church, 112 W. Forrest, & E. Nettleton, seconded by Mr. Shelton, the only descending vote being cast by Mr. Minx.

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1547, ACCEPTING CERTAIN LAND ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, DATED AUGUST 13, 1976, SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY C-3; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Sanderson moved that the rules be suspended and the ordinance be placed on 2nd reading, second by Mr. Parks. All voted aye. Mr. Smith moved that the rules be suspended and the ordinance be placed on 3rd reading, second by Mr. Province. All voted aye. Mr. Shepard moved for the adoption of the ordinance to include the emergency clause, second by Mr. Smith. All voted aye and the ordinance was given #1570.

 

Mr. Bridger moved that the bids be taken on fire hose and adapters, second by Mr. Hannah. All voted aye.

 

There being no further business, council adjourned.
