Item #1 SP91-8 Wal-Mart Stores, Inc. requested approval of site development plans for the Wal-Mart Supercenter. The building contains 169,000 sq. Ft. and will be located on the south side of Highland Drive, east of Brown’s Lane and north of Grant Street.

After a considerable amount of discussion concerning the placement of the building near the southern border of the property and problems with traffic flow and the alternatives to the same situations a motion was made by Mr. McCracken to not take any action on eh request at this meeting and ask the property owners to have a traffic study prepared by and for the City Engineer to review and come back with a recommendation for possible changes or enhancements, if any are necessary. The study should include the possibility of a right turn lane off Highland Drive for east bound traffic and the possibility of a left turn lane on Brown’s Lane for south bound traffic. The intersection of Brown’s Lane and Highland Drive and the traffic signal should be included in the study also, as well as Highland Drive and Caraway Road. A review should be done by the owner on their site grades, elevations, etc. and seriously check into the possibility of moving the building to the north at least thirty feet (30’) to allow for the Grant Street side of the site to not have a building the size of two (2) football fields so close to the back street and in conjunction with that, additional screening the reviewed by the owner to possibly include additional trees and other items for an additional buffer across the back. The possibility of turning the building on the site including facing Brown’s Lane should also be explored. The motion was seconded by Mr. Patteson. Voting was 7 in favor, 0 opposed. MOTION APPROVED NO ACTION TAKEN.

Item #2 FP91-3 Ronnie White requested final approval of Spring Meadow Addition containing 27 lots on 27.95 acres. The property is located on the east side of Kersey Lane, south of Valley View Drive.

A motion to grant final approval was made by Mr. McCracken subject to the street improvements being revised to show 24’ of paving with 3’ shoulders on each side on Kersey Lane and with the street being moved to the east to avoid the trees on the west side. Approval is also subject to review and approval of the drainage proposed by the City Engineer. The motion was seconded by Mr. Patteson. Voting was 6 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.
