CITY COUNCIL MINUTES, NOVEMBER 2, 1981

 

The Jonesboro City Council met in regular session, Monday, November 2, 1981, at 7:30 P.M. Present, City Attorney, Mayor, City Clerk and all aldermen.

 

The Minutes of October 19, 1981, were approved as mailed on motion by Mr. Stricklin, second by Mr. Shelton, all aye.

 

Mr. Stricklin moved that the appeal from MAPC concerning Indian Valley Subdivision be denied. Motion seconded by Mr. Hinson and all council voted aye.

 

The following bids were reviewed for Public Works Department Uniforms:

 

                     Todd Uniform                     Garment Corp.

Navy Jackets                     $16.95                     No bid

Tan Jackets                     $16.95                     No bid

 

Mr. Shelton moved that the bid from Todd in Forrest City be approved, seconded by Mr. Hinson, all aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL R-2; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah moved the ordinance be approved with the emergency clause, seconded by Mr. Province, all aye. The ordinance was given the number 1778.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Sanderson moved the ordinance be approved including the emergency clause, seconded by Mr. Haggenmacher, all aye. The ordinance was given the number 1779.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE DESIGNATING CERTAIN TRAFFIC CONTROL DEVICES; PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

Mr. Park moved that the ordinance be adopted to include the emergency clause, seconded by Mr. Hannah, all aye. The ordinance was given the number 1780.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Hinson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hannah, all aye. The ordinance was given the number 1780A.

 

Mr. Sanderson offered the following ordinance:

Mr. Sanderson moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hinson, all aye.

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO AMEND SECTION 15-87 OF THE CODE OF ORDINANCE CONCERNING PARKING TOO CLOSE TO CURB AND OTHER MATTERS

 

On motion by Mr. Shelton, second by Mr. Hannah, the ordinance was placed on 2nd reading.

 

Mr. Haggenmacher moved that Judy Henson be appointed City Attorney be acclamation. Motion seconded by Mr. Stricklin. Voting aye: Park, Stricklin, Hinson, Bridger, Minx, Johnson, Sanderson, Province Mays and Haggenmacher. Voting nay: Shelton, Hannah, motion failed

 

Mr. Haggenmacher moved that Ms. Henson be appointed City Attorney, seconded by Mr. Stricklin. Voting aye: Park, Stricklin, Hinson, Bridger, Minx, Johnson, Sanderson, Province, Mays and Haggenmacher. Voting nay, Shelton and Hannah motion carried.

 

Mr. Stricklin offered the following resolution:

 

RESOLUTION FIRE PENSION MILLAGE

 

Mr. Park moved for the adoption, seconded by Mr. Stricklin, all aye. The resolution was given the number 1981:18.

 

Mr. Mays offered the following resolution:

 

RESOLUTION POLICE PENSION MILLAGE

 

Mr. Sanderson moved for the adoption of the resolution, seconded by Mr. Stricklin, all aye. The resolution was given the number 1981:19.

 

Mr. Sanderson offered the following resolution:

 

RESOLUTION LIBRARY MILLAGE

 

Mr. Park moved for the adoption of the resolution, seconded by Mr. Sanderson, all aye. The resolution was given the number 1981:20.

 

Mr. Sanderson offered the following resolution:

 

RESOLUTION GENERAL FUND MILLAGE

 

Mr. Sanderson moved for the adoption of the resolution, seconded by Mr. Park, all aye. The resolution was given the number 1981:21.

 

Mr. Minx addressed council concerning the ruling of Judge Pearson on the Freedom of Information Act and requested copies of the ruling be mailed to each councilman. He also indicated the City should pursue the possibility of appeal.

 

Mayor offered the following nominations for consideration: Betty Sloan to the Forum Commission and Judy Loberg to the Parks Commission. He advised council that he would seek approval on November 16.

 

Mr. Haggenmacher discussed the possibility of the City calling for a referendum concerning the one-cent sales tax.

 

There being no further business, council adjourned.
