CITY COUNCIL MINUTES - MAY 16, 1994

 

The Jonesboro City Council met at 7:30 p.m. Present were the Mayor, City Clerk, City Attorney and all council members, with the exception of Councilman Evans who was unable to attend.

 

The minutes of May 2, 1994, were approved as mailed by motion of Councilman Bowers seconded by Councilman Perrin. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Councilman Mays moved, seconded by Councilman Bowers to table the Betsy Butler rezoning ordinance until July 18, 1994. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND OTHER PURPOSES. (Carroll Carr)

 

Councilman Vance moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND OTHER PURPOSES. (Jonesboro Industrial Development Corporation)

 

Councilman Harpole moved, seconded by Councilman Mays to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah. Councilman Mays moved, seconded by Councilman Kelton to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in a 10 to 1 vote in favor of the motion, with Councilman Vance casting the nay vote. Councilman Mays moved, seconded by Councilman Kelton for the adoption of the ordinance with the emergency clause. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah. The ordinance was given the number 2553.

 

It was requested that Item D be addressed next, leaving Item C till later.

 

Councilman Harpole moved, seconded by Councilman Wise to refer the ordinance (Establish procedures for accessory use permits) to the Planning Commission for the June 14, 1994, meeting. Councilman Kelton requested a public hearing regarding the matter and to have recommendations made to the full council by the June 20, 1994, council meeting. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

The following bids were reviewed:

 

94:25 - Jet Plotter - Information Systems

Councilman Hannah moved, seconded by Councilman Perrin to accept low bid which met specifications. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

94:26 - Computers - Information Systems

The decision was made to rebid due to no bids meeting the specifications.

 

94:27 - Street Sweeper - Street Department

Councilman Mays moved, seconded by Councilman Bowers to accept the low bid meeting specifications and to approve a maintenance warranty of $2,080.00. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Councilman Hannah moved, seconded by Councilman Vance to approve a hardship mobile home application for Gladys Roberts, to be located at 1612 Duncan Road. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Councilman Harpole moved, seconded by Councilman Vance to set an appeal hearing regarding a rezoning denial by the MAPC for June 6, 1994, at 7:00 p.m. as requested by Mike McNabb and his attorney, Warren Dupwe. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Councilman Harpole moved, seconded by Councilman Perrin to set an appeal hearing regarding a rezoning denial by the MAPC for June 20, 1994, at 7:00 p.m. as requested by Don Latourette and his attorney, Skip Mooney Sr. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Councilman Hannah offered a resolution to add positions and adjust base salaries and to appropriate funds for specific positions. A written explanation was provided the Council, in which reasons were given for the Finance Committee's recommendations. Councilman Harpole moved, seconded by Councilman Kelton for the adoption of the resolution as recommended by the Finance Committee. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah. The resolution was given the number 1994:22.

 

Councilman Bowers offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND OTHER PURPOSES. (Marvin Higgins)

 

Councilman Hannah moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Under new business Mayor Brodell expressed appreciation to FMC for donating a new conference table to City Hall.

 

Councilman Mullenix commended the work done at the Police station and the work done by the Police Committee.

 

Councilman Vance reported to the Council that the roof of the Safeway Project would be green and that the canopy would remain as requested by Police Chief Johnson.

 

Councilman Harpole thanked everyone for supporting Jonesboro Progress Fest and stated it was a big success.

 

Councilman Mays moved, seconded by Councilman Hannah to approve the purchase of a sound level meter for the Street Department. The funds were already in the budget. A roll call vote was taken resulting in a 10 to 1 vote in favor of the motion. All council members voted aye with the exception of Councilman Kelton.

 

With no further business the meeting was adjourned.
