City Council Minutes - February 3, 1992

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, and all the Alderman, The City Attorney was unable to attend.

 

The minutes of January 20, 1992, were approved as mailed by motion of Mr. Hinson seconded by Mr. Mays, All voted aye.

 

Item 5 on the agenda was taken first Mr. Evans offered a resolution setting a public hearing in the matter of vacating and abandoning Brentwood Lane, Brentwood Cove West and Brentwood Cove East. The public hearing was set for 7:15 P.M. on February 17, 1992. Mr. Evans moved, seconded by Mr. Strauser. All voted aye. The resolution was given number 1992:05.

 

The following ordinance was on second reading:

 

AN ORDINANCE APPROVING THE TRAFFIC PLAN PRESENTED BY THE METROPOLITAN AREA TRAFFIC AUTHORITY FOR THE CITY OF JONESBORO FOR FUTURE PLANNING OF STREETS, ROADWAYS AND TRAFFIC REGULATIONS, & FOR THE CREATION OF A PERMANENT METROPOLITAN AREA TRAFFIC AUTHORITY TO OVERSEE IMPLEMENTATION OF SUCH PLAN.

 

Mr. Brodell offered a word of welcome and requested everyone who wished to address the Council concerning the traffic proposal to register on a sign-up sheet made available by the City Clerk. It was also requested that only the traffic proposal be discussed, and to limit comments to three minutes.

 

The following nineteen (19) individuals addressed Council in opposition to the traffic proposal:

Most of the opposition was due to one-way couplets, difficulty in crossing busy highways, and difficulty in making left turns into certain business areas. In conclusion, Mr. Hannah commended the crowd for coming out and voicing their opinions to the Council. A five minute recess was held before continuation of the meeting.

 

Mr. Mays offered the following ordinance for the first reading:

 

AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF A CASE W 752 DOUBLE DRUM ROLLER, SERIAL NO; 840177918.

 

Mr. Stricklin moved, seconded by Mr. Mays to suspend the rules and place on second reading. All voted aye. Mr. Mays moved, seconded by Mr. Stricklin to further suspend the rules and place on the third and final reading. All voted aye. Mr. Mays then moved, seconded by Mr. Stricklin for the adoption the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2379.

 

Mr. Shelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO REPEAL ORDINANCE NO. 2237, OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, TO DELETE THE ORDINANCE IN ITS ENTIRETY; THEREBY PLACING THE DEPARTMENT OF THE CODE ENFORCEMENT UNDER THE AUTHORITY OF THE PUBLIC WORKS DIRECTOR AS ORIGINALLY STATED IN ORDINANCE NO; 2229.

 

Discussion followed concerning why this was necessary, The Public Works Director, Guy Lowes explained it was to redefine the office of the City Planner, create the position of Planning Coordinator, and place the department under the authority of Public Works Director.

 

Mr. Bridger moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye. Mr. Bridger then moved, seconded by Mr. Shelton to further suspend the rules and place on third and final reading. All voted aye. Mr. Hannah moved, seconded by Mr. Bridger for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given number 2380.

 

Item 6 on the agenda - Resolution to condemn property at 517 Houghton Street was tabled till the next meeting.

 

The following bids were up for review:

 

92: 04 - 3/4 Ton Pickup Truck - Street Department

Mr. Mays moved, seconded by Mr. Hannah to accept the low bid specifications. All voted aye.

 

92 - 05 - One Ton cab & chassis - Parks Department Mr. Hinson moved, seconded by Mr. Stricklin to accept the low bid specifications. All voted aye.

 

92 - 06 - Backhoe/Loader - Street Department

Mr. Mays moved, seconded by Mr. Evans to accept the low bid specifications. All voted aye.

 

92 - 07 - Tub Grinder - Sanitation Department

Mr. Hannah moved, seconded by Mr. Evans to accept the low bid specifications. All voted aye.

 

Under new business Mr. Bridger handed out a proposed rezoning ordinance and asked that it be reviewed for the next Council meeting.

 

Dr. Strauser moved, seconded by Mr. Hannah to approve the purchase of three pieces of condemned frontage property on Highland Drive for the appraisal value. Time was a factor in that the City Attorney was required to place in escrow. All voted aye.

 

With no further business the meeting was adjourned.
