Minutes for the City Council meeting on December 5, 1966

The City Council of the City of Jonesboro, Ark., met in regular session in City Hall, Monday night, December 5, 1966, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Sammons, Griffin, Wilson, Darling, Stallings, Keller, Williams, Pardew, Mays, Ledbetter and Snow. Absent: Johnson.

 

Mr. Mays offered the following ordinance:

 

AN ORDINANCE ABANDONING A PORTION OF OLD HIGHWAY 39

 

Mr. Mays moved with Mr. Sammons seconding the motion that the rule be suspended and the ordinance be placed on its second reading. Roll was called and all present voted aye. Motion carried. Mr. Snow moved with Mr. Ledbetter seconding the motion that the rule be further suspended and the ordinance be placed on the third and final reading. On calling the roll, all voted aye and the motion carried. Mr. Williams then moved with Mr. Pardew seconding the motion that the ordinance be adopted. All voted aye and the motion carried. Mr. Mays made the motion seconded by Mr. Sammons that the emergency clause be adopted. All voted aye and the motion carried. The ordinance was given the number 1143.

 

Mr. Mays offered the following ordinance:

 

AN ORDINANCE ABANDONING AN ALLEY IN NETTLETON STATION

 

Mr. Mays moved with Mr. Griffin seconding the motion that the rule be suspended and the ordinance be placed on its second reading. Roll was called and all voted aye. Motion carried. Mr. Mays moved with Mr. Darling seconding the motion that the rule be further suspended and the ordinance be placed on the third and final reading. All voted aye and the motion carried. Mr. Mays moved with Mr. Sammons seconding the motion that the ordinance be adopted. All voted aye and the motion carried. Motion by Mr. Mays, seconded by Mr. Sammons, for the emergency clause. All aye and the motion carried. The ordinance was given the number 1144.

 

The following ordinance was on its third and final reading:

 

AN ORDINANCE TO AMEND SECTION 21-44 AND TO ENACT SECTIONS 21-45 AND SECTIONS 21-46 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO PROVIDING FOR EVIDENCE OF COMPLETION OF IMPROVEMENTS; FUNDED ESCROW AGREEMENT AND FOR OTHER PURPOSES

 

Mr. Darling moved with Mr. Pardew seconding the motion that the ordinance be adopted. On calling the roll, all voted aye and the motion carried. Mr. Sammons moved with Mr. Williams seconding the motion that the emergency clause be adopted. All aye and the motion carried. The ordinance was given the number 1145.

 

The following ordinance was on its third and final reading:

 

AN ORDINANCE ESTABLISHING VEHICLE PARKING REGULATIONS FOR ALL ZONING DISTRICTS WITHIN THE CITY, PROVIDING FOR PENALTIES FOR VIOLATION THEREOF AND FOR OTHER PURPOSES

 

Mr. Mays moved with Mr. Darling seconding the motion that the ordinance be adopted. All voted aye and the motion carried. Mr. Mays made the motion seconded by Mr. Darling that the emergency clause be adopted. On the roll call, all voted aye and the motion carried. The ordinance was given the number 1146.

 

After Mr. Alan Patteson requested it, Mr. Sammons moved with Mr. Wilson seconding the motion that Head Start be given a 3-year lease on the City-owned building on East Washington. All voted aye and the motion carried.

 

Mr. Williams offered the following resolution and moved for its adoption with Mr. Ledbetter seconding the motion. Aye voting: Sammons, Griffin, Wilson, Stallings, Keller, Williams and Ledbetter. Voting nay: Darling, Mays and Snow. Motion carried.

 

RESOLUTION FOR TRADE OF PROPERTY WITH GULF OIL CORPORATION FOR THE WIDENING OF MADISON AVENUE

 

The resolution was given the number 1966:40.

 

Mr. Keller offered the following ordinance on its first reading:

 

AN ORDINANCE TO AMEND SECTION 10 OF ORDINANCE NO. 1019 FIXING THE SALARY OF THE CITY CLERK

 

The following ordinance was offered by Mr. Keller for its first reading:

 

AN ORDINANCE FIXING THE SALARY OF THE CITY ATTORNEY

 

Mr. Sammons offered the following resolution and moved for its adoption with Mr. Snow seconding the motion. All members present voted aye and the motion carried.

 

RESOLUTION TO RECOGNIZE JOHN TROUTT FOR HIS SERVICE TO THE CITY AND THE CITIZENS OF JONESBORO AS CO-PUBLISHER OF THE JONESBORO SUN

 

The resolution was given the number 1966:39.

 

Mr. Snow made the motion seconded by Mr. Pardew that the bills as okayed by the Finance Committee be paid. All voted aye and the motion carried.


There being no further business, Council voted unanimously to adjourn.
