Minutes for the City Council meeting on August 3, 1959

The City Council of the City of Jonesboro, Ark. met in regular session at City Hall, Monday night, August 3, 1959, at 7:30 p.m. There were present: Mayor, City Atty., City Clerk and the following named Councilmen: Keister, Snow, Field, Williams, Griffin, Brickell, Rogers, Smith, Heern, Copeland, Parks and Ebbert.

 

Mr. Smith made the motion, seconded by Mr. Rogers, that the City Council go on record as pledging to reduce its millage for 1 year to a point that will yield an amount of revenue not to exceed the current revenue from property tax by more than 20%; provided this does not affect state turnback. Roll was called. Voting aye-Snow, Griffin, Brickell, Rogers, Smith, Heern, Copeland, Parks and Ebbert. Voting no-Field and Williams. Mr. Keister passed. Motion carried.

 

RESOLUTION MILLAGE PLEDGE

 

The resolution was given the number 1959:19.

 

Mr. Heern offered the following Ordinance and placed it on the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 849, SAME BEING AN ORDINANCE CREATING THE OFFICE OF PLUMBING INSPECTOR; GOVERNING THE CONSTRUCTION, INSTALLATION AND INSPECTION OF PLUMBING; AMENDING THE GAS INSPECTION ORDINANCE, AND FOR OTHER PURPOSES.

 

Mr. Brickell made the motion, seconded by Mr. Smith, that the rule be suspended and the Ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Heern made the motion, seconded by Mr. Brickell, that the rule be suspended and the Ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Heern made the motion, seconded by Mr. Brickell, that the Ordinance be adopted. Roll was called. All aye. Motion carried. Roll was called on the Emergency Clause. All aye. The ordinance was given the number 988.

 

The bids for resurfacing the City streets were opened. After discussion, Mr. Rogers made the motion, seconded by Mr. Keister, that all bids be rejected and that the Engineer advertise for new bids to be opened at the next Council meeting. Roll was called. Voting no- Snow, Heern and Ebbert. Voting aye- Keister, Field, Williams, Griffin, Brickell, Rogers, Smith, Copeland and Parks. Motion carried.

 

Mr. Keister made the motion, seconded by Mr. Copeland, that Osborn & Osborn complete the study they have outlined in their proposal in setting up forms, describing operations to proper officials at a fee of $50.00 per day, not to exceed $1,250. Mr. Rogers made the motion seconded by Mr. Ebbert, that this motion be amended to put off for two weeks and that the Chairman of the Finance Committee report back at the next meeting an estimate of the costs of other firms. Roll was called on the amendment. Voting no-Smith and Heern. All other members voted aye. Motion carried. On calling the roll on the motion, all voted aye.

 

Mr. Rogers made the motion, seconded by Mr. Ebbert, that the Sanitation Committee investigate the situation of the foul odor at Main and Word and recommend a solution at the next meeting. Roll was called. All aye. Motion carried.

 

Mr. Copeland made the motion, seconded by Mr. Brickell, that the Mayor appoints a committee to negotiate with the telephone company about the bill. Roll was called. All members voted aye, except Mr. Rogers who voted no. Motion carried. The Mayor appointed Parks, Rogers and Heern.

 

Mr. Rogers made the motion, seconded by Mr. Parks, that no uniforms be purchased without first preparing specifications and inviting bids from local merchants and others and that the successful bidder also sell fill-in purchases for the ensuing 6 months period at the same price. Roll was called. All aye. Motion carried.

 

The City Atty. read the following Ordinance and it was placed on the first reading:

 

AN ORDINANCE TO MAKE IT UNLAWFUL FOR ANY REASON, FIRM OR CORPORATION TO THROW, PLACE, OR OTHERWISE DEPOSIT ANY PAPER, CANS, BOTTLES, OR OTHER TRASH, REFUSE, OR GARBAGE UPON ANY OF THE STREETS OF THE CITY OF JONESBORO, ARKANSAS; OR TO DRIVE OR OPERATE ANY VEHICLE UPON SAID STREETS UNLESS SUCH VEHICLE IS SO CONSTRUCTED OR LOADED AS TO PREVENT ANY PART OF ITS LOAD FROM DROPPING, SIFTING , LEAKING OR OTHERWISE ESCAPING FROM SAID VEHICLE AND ONTO THE STREETS IN THE CITY OF JONESBORO; TO PROVIDE A PENALTY FOR VIOLATIONS HEREOF; AND FOR OTHER PURPOSES.

 

Mr. Brickell made the motion, seconded by Mr. Keister, that the rule be suspended and the Ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Copeland made the motion, seconded by Mr. Keister, that the rule be suspended and the Ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Brickell made the motion, seconded by Mr. Keister, that the Ordinance be adopted. Roll was called. All aye. Motion carried. Roll was called on the Emergency Clause. All aye. The ordinance was given the number 989.

 

Mr. Brickell offered the following Ordinance and it was placed on the first reading:

 

AN ORDINANCE REGULATING THE OPERATION OF TAXI CABS WITHIN THE CITY OF JONESBORO, ARK. REQUIRING TAXI CAB EQUIPMENT TO BE IN SAFE MECHANICAL OPERATING CONDITION; PROVIDING FOR A QUARTERLY INSPECTION OF SAID TAXI CAB EQUIPMENT; PROVIDING A FEE FOR SAID INSPECTION; PROVIDING A PENALTY FOR VIOLATION HEREOF; AND FOR OTHER PURPOSES.

 

MR. Brickell made the motion, seconded by Mr. Parks, that the bills as okayed by the Finance Committee be paid. Bills to be held up were the telephone bill and the Doctor bill for the Police Officer. Roll was called. All aye. Motion carried.

 

Mr. Keister made the motion, seconded by Mr. Brickell, that the policy of the City Council would be to refuse to pay doctor or hospital bills of employees who had the election to be covered by the Group Insurance Plan and that all employees should be notified of this policy by the City Clerk. Roll was called. Voting aye- Keister, Field, Williams, Griffin, Brickell, Smith, Copeland, Parks and Ebbert. Voting no- Snow and Heern. Mr. Rogers passed. Motion carried.

 

There being no further business, Council voted unanimously to adjourn.
