Minutes for the City Council meeting on February 1, 1954

The City Council of the City of Jonesboro, Arkansas, met in regular session on the above named date at 7:30 p.m. in the City Hall. There were present: Mayor, City Clerk, City Attorney and the following named Councilmen: Berry, Booker, Stricklin, Snow, Stephens, Hendrix, Copeland, Rogers, Johnson and Taylor.

 

Mr. Johnson offered the following resolution:

 

RESOLUTION NAMING JUDGES AND CLERKS FOR THE ELECTION TO BE HELD FEBRUARY 18, 1954

 

Mr. Johnson made the motion, seconded by Mr. Booker, that the resolution be adopted as red. Roll called. All aye. The resolution was given the number 1954:01.

 

Mr. Snow made the motion, seconded by Mr. Booker, that the permit for a wash and grease rack with storage room be granted to W.M. Thomas, 1217 N. Church. Roll called. All aye.

 

Mr. Stephens made the motion, seconded by Mr. Booker, that the City Council accept the granite type pool for the colored community center pool. Roll called. All aye.

 

Mr. Rogers made the motion, seconded by Mr. Booker, that the Council accept the preliminary work of Elmer Stuck on the colored community center and ask them to continue the work. Roll called. All aye.

 

Mr. Snow made the motion, seconded by Mr. Booker, that the time for buying City tags and privilege licenses be extended until 5:00 p.m., February 16, 1954. All aye.

 

Mr. Snow made the motion, seconded by Mr. Booker, that the Mayor be authorized to purchase cleaning machine and fluid necessary tools for the maintenance of the parking meters. Roll called. All aye.

 

Mr. Rogers offered the following resolution:

 

RESOLUTION NAMING THE CITIZENS BANK OF JONESBORO AS THE DEPOSITORY OF THE FUNDS OF THE CITY OF JONESBORO, ARKANSAS

 

Mr. Berry made the motion, seconded by Mr. Booker, that the resolution be adopted as read. Roll called. All aye. The resolution was given the number 1954:02.

 

Mr. Booker made the motion, seconded by Mr. Stephens, that the bills as okayed by the Finance Committee be paid. Roll called. All aye.

 

Mr. Booker offered the following ordinance:

 

AN ORDINANCE REGULATING AND PLACING STOP SIGNS ON CERTAIN STREETS AND AVENUES AND INTERSECTIONS THEREOF IN THE CITY OF JONESBORO, ARKANSAS: PROVIDING PENALTIES FOR VIOLATION; AND FOR OTHER PURPOSES, which was marked filed and read for the first time.

 

Mr. Berry made the motion, seconded by Mr. Snow, that the rules requiring an ordinance be read on three different days be suspended and that the said ordinance be put upon its second reading, and upon roll call, all voted aye. And more than two thirds of the members of the City Council having voted for the suspension of the rules and the second reading the motion was announced as carried and said ordinance was read the second time. Mr. Berry then moved, seconded by Mr. Booker that the rules requiring an ordinance to be read on three different days be suspended and that the said ordinance be placed on its third and final reading, and upon roll call, all voted aye. And more than two thirds of the member of the City Council having voted for the suspension of the rules and the third and final reading the motion was announced as carried by the Mayor and the said ordinance was read for the third and final time. Mr. Berry made the motion, seconded by Mr. Booker, that the ordinance be passed and adopted as read, and upon roll call, all voted aye. And the motion was announced by the Mayor as carried. There being an emergency clause attached to said ordinance, it was moved by Mr. Berry and seconded by Mr. Johnson that the emergency clause be adopted as read, and all voted aye. And more than two thirds of the City Council voting aye for said emergency clause it was declared adopted by the Mayor. And then the Mayor ordered the City Clerk to have the same published and that the said ordinance take full force and effect from and after its passage and adoption, and the said ordinance was numbered No. 865.

 

Mr. Berry made the motion, seconded by Mr. Booker, that the Mayor be instructed to take necessary steps to complete the concrete approach on the west side of the G.E. Bridge. Said approach 21’ x 42’. Roll called. All aye.

 

Mr. Copeland made the motion, seconded by Mr. Taylor, that the problem on Warren Street be turned over to the Street Committee with power to act. All aye.

 

Mr. Rogers made the motion that the Police Committee be instructed to investigate the purchase of a radar speed check system and suitable method of financing. Mr. Copeland seconded the motion. All aye.

 

Mr. Berry offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 761 AS AMENDED BY ORDINANCE NO 831 AND NO 852 BEING AN ORDINANCE ESTABLISHING THE TRAFFIC CONTROL DEVICES OR STOP LIGHTS AT CERTAIN STREET INTERSECTIONS; PROVIDING THAT ALL VEHICULAR TRAFFIC AND PEDESTRIANS SHALL OBEY SAID TRAFFIC CONTROL DEVICES; PROVIDING THAT PEDESTRIANS SHALL NOT CROSS THE STREETS EXCEPT AT INTERSECTIONS; PROVIDING PENALTIES FOR VIOLATION; AND FOR OTHER PURPOSES, which was marked filed and read for the first time.

 

Mr. Hendrix made the motion, seconded by Mr. Copeland, that the rules requiring an ordinance be read on three different days be suspended and that said ordinance be put upon its second reading, and upon roll call, all voted aye. And more than two thirds of the City Council voting aye, for the suspension of the rules and the second reading was announced as carried and said ordinance was read the second time. Mr. Booker then moved, seconded by Mr. Stricklin that the rules requiring that an ordinance be read on three different days be suspended and that the said ordinance be placed on its third and final reading, and upon roll call, all voted aye. And more than two thirds o the City Council having voted for the suspension of the rules and the third and final reading the motion was announced as carried, and said ordinance was read for the third and final time. Mr. Hendrix then made the motion, seconded by Mr. Copeland, that the ordinance be passed and adopted as read, and upon roll call, all voted aye. And the motion was announced as carried. There being an emergency clause attached to said ordinance, it was moved by Mr. Rogers and seconded by Mr. Taylor that the emergency clause be adopted as read and upon roll call, all voted aye. And more than two thirds of the City Council voting for the emergency clause it was declared adopted by the Mayor. And then the Mayor ordered the City Clerk to have the same published and that the said ordinance take full force and effect from and after its passage and adoption. And said ordinance was numbered No. 864.

 

Mr. Berry offered the following ordinance:

 

AN ORDINANCE PROVIDING FOR THE ISSUANCE OF BONDS FOR THE PURPOSE OF THE PURCHASE OF A SITE, DEVELOPMENT, IMPROVEMENT AND CONSTRUCTION OF A BUILDING FOR A MUNICIPAL COMMUNITY CENTER IN THE CITY OF JONESBORO, ARKANSAS; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES, which was marked filed and read for the first time.

 

Mr. Berry made the motion, seconded by Mr. Taylor, that the rules requiring an ordinance be read on three different days be suspended and that said ordinance be put upon its second reading and upon roll call, all voted aye. And more than two thirds of the City Council voting for the suspension of the rules and the second reading the motion was announced as carried and said ordinance was read for the second time. Mr. Booker then moved, seconded by Mr. Johnson that the rules regarding that an ordinance be read on three different days be suspended and that said ordinance be placed on the third and final reading and upon roll call, all voted aye. And more than two thirds of the City Council voting for the suspension of the rules and the third and final reading the motion was announced as carried and the ordinance was placed upon its third and final reading, and read for the third and final time. Mr. Berry made the motion, seconded by Mr. Booker, that the ordinance be adopted as read, and upon roll call, all voted aye. And the motion was announced as carried. There being an emergency clause attached to said ordinance, it was moved by Mr. Stricklin and seconded by Mr. Johnson that the emergency clause be adopted as read and upon roll call, all voted aye. And more than two thirds of the City Council voting aye for said emergency clause it was declared adopted by the Mayor. And then the Mayor ordered the City Clerk to have the same published and that said ordinance take full force and effect from and after its passage and adoption and that said ordinance be number No. 866.

 

Mr. Rogers made the motion, seconded by Mr. Hendrix, that the matter of the purchase of new uniforms for the Firemen and Policemen be referred to the Fire and Police Committees with recommendations for the next regular meeting. All aye.

 

Mr. Booker made the motion, seconded by Mr. Berry, that Council adjourn. All aye. Council adjourned.
