CITY COUNCIL MINUTES - FEBRUARY 21, 1994

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, City Attorney, and all council members with the exception of Councilman Province and Councilman Mays who were unable to attend.

 

The minutes of February 7, 1994, were approved as mailed by motion of Councilman Evans seconded by Councilman Harpole. A roll call vote was taken resulting in all council members voting aye.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND OTHER PURPOSES. (CHRIS RUTHERFORD)

 

Councilman Bowers moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Councilman Harpole moved, seconded by Councilman Bowers to amend Section One by deleting the phrase "As approved by the Metropolitan Planning Commission". A roll call vote was taken resulting in all council members voting aye. Councilman Harpole moved, seconded by Councilman Evans to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in all council members voting aye, with the exception of Councilman Vance who voted nay. Councilman Vance moved, seconded by Councilman Harpole for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye, with the exception of Councilman Hannah who voted nay. The ordinance was given the number 2535.

 

Councilman Vance offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND OTHER PURPOSES. (KENWARD/ELWOOD FREEMAN)

 

Councilman Vance moved, seconded by Councilman Harpole to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. No further action was taken on this ordinance.

 

Councilman Mullenix offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND OTHER PURPOSES. (KENWARD/CARADINE)

 

Councilman Harpole moved, seconded by Councilman Mullenix to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. No further action was taken on this ordinance.

 

Councilman Mullenix offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND OTHER PURPOSES. (DR. REED/ DR. MCMILLAN)

 

Councilman Vance moved, seconded by Councilman Perrin to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. No further action was taken on this ordinance.

 

Councilman Vance moved, seconded by Councilman Harpole to accept the low bid of Olympus Construction Company at $1,515,860.00 for the renovation of the Safeway Building. A roll call vote was taken resulting in all council members voting aye.

 

Councilman Vance moved, seconded by Councilman Perrin to table a resolution for the authorization of a "Contract of Obligation" with the Department of Pollution Control and Ecology. This was done in order to provide the City Attorney, Pam Honeycutt enough time to give a legal opinion on the agreement. A roll call vote was taken resulting in all council members voting aye.

 

The following bids were reviewed:

 

94:01 - Pavilion - Parks

Councilman Vance moved, seconded by Councilman Perrin to accept the low bid which met specifications. A roll call vote was taken resulting in all council members voting aye.

 

94:02 - Hitch Backhoe - Parks

Councilman Harpole moved, seconded by Councilman Perrin to accept the low bid which met specifications. A roll call vote was taken resulting in all council members voting aye.

 

94:03 - Tub Grinder - Sanitation

Councilman Hannah moved, seconded by Councilman Mullenix to accept the bid from Bucy Sanitation with trade at $36,000. A roll call vote was taken resulting in all council members voting aye.

 

Under new business Mayor Brodell named Councilwoman Ingram as the Chairwoman of a committee responsible for researching a pension plan for non-uniform employees. Others on the committee are Councilman Wise, Councilman Bowers, Councilman Perrin and Councilman Province.

 

Councilman Bowers moved, seconded by Councilman Harpole to adopt a resolution authorizing the purchase of grave spaces for the City of Jonesboro Cemeteries for the purpose of resale. A roll call vote was taken resulting in all council members voting aye. The resolution was given the number 1994:10.

 

Councilman Bowers offered the following ordinance for the first reading:

Councilman Bowers moved, seconded by Councilman Mullenix to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. No further action was taken on the ordinance.

 

Councilman Perrin moved, seconded by Councilman Evans to appropriate $7,500.00 from unappropriated sales tax to repair the boiler at the Forum. A roll call vote was taken resulting in all council members voting aye.

 

Councilman Vance moved, seconded by Councilman Harpole to allow the Fixed Asset line item in the Information Systems Budget be re-defined. This would not be a change in the amount of money used, only a change in the type of items purchased. A roll call vote was taken resulting in all council members voting aye, with the exception of Councilman Hannah who voted nay.

 

Councilman Hannah offered the following ordinance for the first reading:

 

AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND PURCHASE A REPLACEMENT ENGINE FOR TRUCK NO. 4334

 

Councilman Hannah moved, seconded by Councilman Vance to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Councilman Vance moved, seconded by Councilman Perrin to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in all council members voting aye. Councilman Hannah moved, seconded by Councilman Harpole for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. The ordinance was given the number 2536.

 

Mayor Brodell asked the Council to review a pamphlet titled Procedural Rules for Municipal Officials and come prepared to discuss the matter at the next council meeting.

 

Councilman Vance informed the Council of a meeting for February 24, 1994, at 7:00 p.m. to discuss the future plans for the 911 and radio system. Mr. Vance requested the full council to attend this important meeting.
