The minutes of the March 13, 1990 meeting were approved as prepared.

 

#1 RZ90-6 Maxine Dant and others requested rezoning from R-1 to C-3 for .766 acre located on a part of the NE 1/4, NW 1/4 of Section 31, T14N, R4E. The property is located on the southwest corner of Parker Road and Parker Annex Drive.

 

Mr. Lamberth made a motion to approve this request for rezoning with the stipulations that the utility easement along the south property line be shown as 10', and the 15' drainage and utility easement along the west property line be shown. A further part of Mr. Lamberth’s motion was to accept this as a plat of the property. The motion was seconded by Mr. Vance. Voting was 5 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

#2 RZ90-7 Wallace Fowler requested rezoning from R-1 to C-3 for 3.92 acres located on a part of the NE 1/4, NW 1/4 of Section 32, T14N, R4E. The property is located on the south side of Parker Road, west of Brown’s Lane, east of Town & Country International

 

A motion to approve the rezoning was made by Mr. Vance and seconded by Mr. Lamberth. Voting was 5 in favor, 0 opposed. REQUEST APPROVED.

 

#3 MP90-7 Wallace Fowler requested approval of Fowler Parker Road Addition, a one (1) lot minor plat containing 3.92 acres, more or less. The property is located on the south side of Parker Road, west of Brown’s Lane.

 

Mr. Vance made a motion to approve this request subject to the sanitary sewer easement being changed to 15' , 7.5' either side of the line as constructed and that the owner dedicate a 50' drainage easement on the south side of the property, ensuring at least a 20' ditch bank for maintenance purposes. The motion was seconded by Mr. Coleman. Voting was 5 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

#4 SP90-1 Wallace Fowler requested approval of site plans for two (2) buildings on one lot for commercial uses. The property is located on the south side of Parker Road, west of Brown’s Lane.

 

Mr. Vance made a motion to approve this request subject to the two (2) loading spaces be shown as required and that the internal access be better detailed. Mr. Patterson seconded the motion. REQUEST APPROVAL WITH STIPULATIONS.

 

#5 RZ90-8 and #6 RP90-14 Robert Rees requested rezoning from R-1 to C-3 for Lots 1 and 2, Block A, Spence Addition and approval of Lot 1A, and replat of Lots 1 and 2, Block A, Spence Addition. The property is located on the southwest corner of Race Street and Caraway Road.

 

Mr. Lamberth made a motion to approve the rezoning request and the replat request with the following stipulations.

1. The owner dedicating an additional 20' of right-of-way on Caraway Road for a total of 60' from centerline.

2. The owner dedicating an additional 11' of right-of-way on Race Street for a total of 41' from Centerline.

3. The plat be revised to show the right-of-way dedication.

4. The owner provide street improvements on Caraway Road when the property is developed.

5. That a site plan be submitted to the Commission and approved prior to issuance of a building permit.

 

The motion was seconded by Mr. Vance. Voting was 5 in favor, 0 opposed. REQUESTS APPROVED WITH STIPULATIONS.

 

#7 RPUD90-1 Joe Foster requested preliminary approval of a Residential Planned Unit Development. The development covers 6.20 acres, more or less, and contains 17 units on 10 lot for a density of 3.1 units per acre. The property is located on the west side of Paragould Drive, South of Prospect Road.

 

Mr. Coleman made a motion to table this request due to lack of proof of required notification to adjacent owners. The motion was seconded by Mr. Vance. Voting was 5 in favor, 0 opposed. REQUEST TABLED.

 

#8 MP90-8 Butch Herring requested approval of Herring Caraway Road Addition, a two (2) lot minor plat containing 2.0 acres, more or less. The property is located on the southeast corner of Caraway Road and Nash Lane.

 

A motion to approve this request was made by Mr. Vance subject to the owner signing an agreement to pay for their prorata share of street improvements on Caraway Road when the street is improved. Mr. Lamberth seconded the motion. Voting was 5 in favor, 0 opposed. REQUEST APPROVAL WITH STIPULATION.

 

#9 RP90-12 Wayne Kelso requested approval of a replat of Lots 1, 2, 3, 4, 74 and 75, Murray Creek Subdivision, Phase I. The property is located on the east side of Paragould drive, on the north and south sides of Mockernut Drive.

 

Mr. Lamberth made a motion to approve this request subject to the plat being revised to reflect the correct street name. Mr. Vance seconded the motion. Voting was 5 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATION.

 

 #10 RP90-13 John Bracy requested approval of Lots 11 and 12, a replat of Lots 11, 12, and 13, Block A of Southmeadow Subdivision Revised. The property is located on the north side of Medallion Circle, east of Lakewood Drive.

 

A motion to approve this request was made by Mr. Lamberth subject to the sanitary sewer easement being resolved with C W & L. Mr. Patteson seconded the motion. Voting was 5 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATION.

 

#11 RP90-15 Lee Taylor and others requested approval of Lot R19, a replat of Lot 19 and part of Lots 14 and 15 of North Belgrath Heights Subdivision. The property is located east of Royale Street, north of Gretna Cove.

 

A motion to approve this request was made by Mr. Vance and seconded by Mr. Lamberth. Voting was 6 in favor, 0 opposed. REQUEST APPROVED.

 

#12 SP90-2 KTM Enterprises requested site plan approval for Phase I of a 42 unit apartment complex, known as Rolling Ridge Apartments. The property is located on the west side of N. Caraway Road ( 407 N. Caraway ) , South of Belt Street.

 

Mr. Lamberth made a motion to approve Phase I with the stipulations that 9' additional right-of-way be dedicated for a total of 50' from the centerline of Caraway Road and that the sit plane be redrawn to move the building back an additional 9' and to include at least 24 parking spaces. Mr. Vance seconded the motion. Voting was 5 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.
