CITY COUNCIL MINUTES - AUGUST 5, 1991

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, City Attorney, and all Aldermen.

 

The minutes of July 15, 1991, were approved as mailed on motion by Mr. Hannah, seconded by Mr. Nix. All voted aye.

 

Mr. Hannah offered the following ordinance for first reading of:

 

AN ORDINANCE TO PROVIDE FOR FIFTEEN (15) MINUTE PARKING SPACES ON THE WEST SIDE OF CARSON STREET FROM CREATH TO MONROE: TO BE POSTED AND MONITORED BY THE CITY COLLECTORS OFFICE

 

Mr. Stricklin moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye.

 

Mr. Stricklin moved, seconded by Mr. Shelton to further suspend the rules and place on third reading. All voted aye. Mr. Stricklin moved, seconded by Mr. Shelton for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given number 2351.

 

An ordinance to provide funding for the Mayor’s committee on alcohol and drug abuse was tabled.

 

The following ordinance was on third reading:

 

ORDINANCE TO AMEND ORDINANCE 6.08.11. CLAIMING IMPOUNDED ANIMALS

 

Mr. Mays offered an amendment to the ordinance correcting the legal language and not affecting the content. Mr. Hinson moved seconded by Mr. Mays to adopt the ordinance with the emergency clause as amended. All voted aye with the exception of Mr. Evans who voted nay. The ordinance was given number 2352.

 

The following bids were up for review:

 

91:32 - Crack Filler Material - Street Department

Mr. Mays moved, seconded by Mr. Stricklin to accept the low bid meeting specifications. All voted aye.

 

91:33 - Yellow and White Paint - Street Department

Mr. Mays moved, seconded by Mr. Evans to accept the low bid meeting specifications. All voted aye.

 

91:34 - Guard Rail - Street Department

Mr. Mays moved, seconded by Mr. Shelton to accept the low bid meeting specifications. All voted aye.

 

Mr. Stricklin offered a resolution requesting electrical services be provided for a mobile home unit located at the Jonesboro City Landfill site for the Humane Department. Mr. Hannah moved seconded by Mr. Evans for the adoption of the resolution. All voted aye. The resolution was given number 1991:28.

 

Mr. Hannah offered the following traffic resolutions to be taken one at a time:

 

(A) “STOP” sign at Farm Creek Road at Culberhouse. Mr. Hannah moved and Mr. Shelton seconded the motion to adopt the resolution. All voted aye. The resolution was given number 1991:29.

 

(B) “STOP” sign at Hunter Ridge Road at Culberhouse Street. Mr. Hannah moved, seconded by Mr. Strauser for the adoption of the resolution. All voted aye. The resolution was given number 1991:30.

 

Mr. Stricklin offered a resolution to allow the VFW Women’s Auxiliary Unit to “Adopt a Highway” on Aggie Road from Stadium to Old Paragould Highway. Mr. Stricklin moved, seconded by Mr. Hinson to adopt the resolution. All voted aye. The resolution was given number 1991:31.

 

Mr. Nix offered a resolution to allow the reinstatement and/or delayed entry of eligible (continuous service) non-uniform employee’s pension benefits. Mr. Strauser moved, seconded by Mr. Shelton to adopt the resolution. All voted awe. The resolution was given number 1991:32.

 

Under new business Mr. Guy Lowes reported that conditions have not changed for picking up limbs to be hauled off to the landfill. Residents of Jonesboro may bring limbs to the landfill at no cost, while nonresident citizens are charged a fee of $6.75 per ton. However, the City does not have the funds nor the manpower to handle this type of work load. Mr. Stricklin recommended notifying the residents who were expecting the City to make a pick up and Mr. Lowes agreed to take care of these commitments.

 

Mr. Jim Hannah reported the sale of jewelry by the IRS and an accumulation of funds amounting to $14,300.00 with regulations on how these funds are spent. The Finance Committee approved spending $7,850.00 for an Omni fingerprint machine for the Police Department. Mr. Hannah offered the following ordinance:

 

AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE THE PURCHASE OF AN OMNI PRINT MODEL 1000 ALTERNATIVE LIGHT SOURCE FORENSIC FINGERPRINT EXAMINATION UNIT. THIS ITEM WILL BE USED BY THE JONESBORO POLICE DEPARTMENT CRIMINAL INVESTIGATION DIVISION IN LOCATING LATENT FINGERPRINTS ON ITEMS RELATED TO DRUG INVESTIGATIONS AND OTHER RELATED INVESTIGATIONS

 

Mr. Shelton moved, seconded by Mr. Hannah to suspend to further suspend the rules and place on third reading. All voted aye. Mr. Hannah moved, seconded by Mr. Shelton for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2353.

 

Mr. Mays reported that the Street Department is a long way from completion on overlays but urged if anyone has areas that have been over-looked please bring it to their attention.

 

Mr. Evans presented the Mayor with a pin from the 1991 U.S. World Team which was in England.

 

Mr. Province inquired about the railroad crossing at Culberhouse as to why the Cottonbelt has no warning lights and asked that the problem be researched. Also Mr. Province requested the Insurance Committee to meet with him after the Council Meeting to set a time to review insurance bids.

 

Mr. Sanderson expressed his appreciation for the surprise birthday party held in his honor for his ninetieth birthday.

 

With no further business, Mr. Nix moved, seconded by Mr. Shelton for adjournment. All voted aye. And the meeting adjourned at 8:05 P.M.
