Minutes for the City Council meeting on June 6, 1960

The City Council of the City of Jonesboro, Ark., met in regular session at City Hall, Monday night, June 6, 1960, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Parks, Williams, Sammons, Smith, Brickell, Heern, Snow, Kenward, Field, Griffin, Copeland and Ebbert.
Mr. Lindell Hitchcock filed an application for a tax franchise. After discussion, Mr. Snow made the motion seconded by Mr. Ebbert that a temporary permit be granted until a formal hearing could be had on June 20th. Roll was called. All aye. Motion carried.
The Mayor appointed Don Gilbert to the City Planning Commission to replace Vernon Warr. Mr. Copeland moved with Mr. Ebbert seconding that the Mayor’s appointment be approved and accepted. Roll was called. All aye. Motion carried.
Mr. Heern made the motion seconded by Mr. Kenward that the Mayor be directed to remove angle parking on Flint Street between Jefferson and Matthews and on the three sides of the Court Square, as angle parking was hazardous in the two areas. Roll was called. Mr. Sammons voted no and all other members voted aye. Motion carried.
The City Attorney read the following ordinance and placed it on the first reading:
AN ORDINANCE TO AMEND A PORTION OF ORDINANCE NO. 772, SAME BEING “AN ORDINANCE RELATING TO TRAFFIC AND REGULATING THE USE OF PUBLIC STREETS, HIGHWAYS, ROADS, ALLEYS, PUBLIC WAYS, PUBLIC PARKS, PUBLIC PARKING LOTS AND PUBLIC PLACES WITHIN THE CITY OF JONESBORO, ARKANSAS; PROVIDING FOR THE INSTALLATION, OPERATION, MAINTENANCE, SUPERVISION, REGULATION AND CONTROL OF THE USE OF PUBLIC PARKING METERS, DEFINING AND PROVIDING FOR THE ESTABLISHMENT OF PARKING METER ZONES UPON THE PUBLIC STREETS, HIGHWAYS, ROADS, ALLEYS, PUBLIC WAYS, PUBLIC PARKS, PUBLIC PARKING LOTS AND PUBLIC PLACES WITHIN THE CITY OF JONESBORO, ARKANSAS; AND PROVIDING FOR THE ENFORCEMENT THEREOF AND PROVIDING PENALTIES FOR THE VIOLATION OF SAME
Mr. Field made the motion seconded by Mr. Copeland that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Copeland made the motion seconded by Mr. Griffin that the rule suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Parks moved with Mr. Field seconding that the ordinance be adopted. Roll was called. All aye. Motion carried. Roll was called on the emergency clause and all voted aye. The ordinance was given the number 1015.
Mr. Griffin made the motion seconded by Mr. Kenward that the bills as okayed by the Finance Committee be paid. Roll was called. All aye. Motion carried.
There being no further business, Council voted unanimously to adjourn.
