CITY COUNCIL MINUTES JUNE 7, 1982

 

The Jonesboro City Council met in regular session, Monday, June 7, 1982, at 7:30 P.M.

Present: Mayor, City Clerk, City Attorney and all aldermen except Mr. Shelton.

 

The minutes of May 17, 1982, were as received on motion by Mr. Park.

 

The following bids were reviewed for softball complex fencing: (see attached)

 

Mr. Park moved that the low bid from Northeast Ark. Fence Co. be approved, seconded by Mr. Stricklin, all voted aye.

 

The following bids were reviewed for hand-held radar: (as attached)

 

On motion by Mr. Stricklin, seconded by Mr. Mays and unanimous vote of council, the K-Bank radar from MPH Industries was approved.

 

The following bids were reviewed for a 2 ½ ton, truck for sanitation department: (as attached)

 

Mr. Park moved that the low bid from Town and Country International be approved, seconded by Mr. Sanderson, all voted aye.

 

The following bids were received for a 1975 Leco Fogger: (attached)

 

Purchasing Agent informed council that she had received notification from the high bidder that he was withdrawing his bid of $1,525.00 and Mr. Haggenmacher moved that the ten percent bond that Mr. Ed McCorkle posted with his bid be forfeited, seconded by Mr. Mays, all voted aye. Mr. Haggenmacher moved that the next high bid of $1,025.00 from Putt-Putt Golf Course be approved, seconded by Mr. Sanderson, all voted aye.

 

Mr. Mays moved that all bids received for the 1976 Leco Fogger be rejected, seconded by Mr. Province, all voted aye.

 

The following bids were received for a 1979 Ford: (attached)

 

Mr. Stricklin moved that the high bid be approved, second by Mr. Hinson, all voted aye.

 

The following bids were received for a 1977 Ford: (attached)

 

Mr. Park moved that the high bid be approved, seconded by Mr. Stricklin, all voted aye.

 

The following was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO.954, KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Park moved that the ordinance be approved with the emergency clause, providing that a retainer wall be built as specified in a letter received from Roger More, developer. The motion was seconded by Mr. Stricklin. Voting aye: Park, Stricklin, Hinson, Bridger, Smith, Hannah, Johnson, Mays and Haggenmacher. Voting nay: Sanderson and Province. The ordinance was approved and assigned #1800.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY DATED MAY 15, 1978; ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Park moved for the adoption of the ordinance to include the emergency clause, providing that the developers enter into a contract with the City stipulating that streets will be built by property owners as needed and also pay one-half of cost of building a bridge over Higginbotham Creek when needed. Motion second by Mr. Stricklin, all aye. The ordinance was given the number 1801.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO.954 KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO, ARKANSAS PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Hannah moved that the ordinance be adopted to include the emergency clause, second by Mr. Park, all voted aye. The ordinance was given the number 1802.

 

Dr. Jack Jones, City Veterinarian, discussed with council changes in ordinances concerning keeping of dogs within the city.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO.952 BEING AN ORDINANCE REGULATING THE KEEPING OF ANIMALS WITHIN THE CORPORATE LIMITS OF THE CITY OF JONESBORO, ARKANSAS

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1266 BEING AN ORDINANCE PRESCRIBING CERTAIN RULES AND REGULATIONS WITH RESPECT TO THE CARE AND KEEPING OF DOGS WITHIN THE CITY OF JONESBORO, ARKANSAS; REQUIRING DOGS TO BE PLACED ON LEASH WHEN NOT CONFINED WITHIN A YARD, BUILDING, OR OTHER ENCLOSURES: MAKING PROVISIONS FOR VICIOUS DOGS: PROVIDING FOR VACCINATION AND LICENSING OF DOGS: PROVIDING FOR KEEPING OF DOGS PICKED UP BY THE ANIMAL CONTROL OFFICER: PROVIDING A PENALTY FOR VIOLATION THEREOF: PROVIDING FOR THE SUBMISSION OF THIS ORDINANCE TO A POPULAR VOTE AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1651 BEING AN ORDINANCE TO AMEND ORDINANCE NO. 1266 AS AMENDED, THE SAME BEING AN ORDINANCE PRESCRIBING CERTAIN RULES AND REGULATIONS WITH RESPECT TO THE CARE AND KEEPING OF DOGS WITHIN THE CITY OF JONESBORO, ARKANSAS AND FOR OTHER PURPOSES

 

Mr. Haggenmacher moved that the rules be suspended and the ordinance be placed on third and final reading, seconded by Mr. Hannah, all aye. Mr. Hannah then moved for the adoption of ordinance to include the emergency clause, second by Mr. Haggenmacher, all voted aye. The ordinance was given the number 1803.

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Province requested that the Safety Officer make of study of the speed on Vine Street.

 

With there being no further business, council adjourned.
