III. APPROVAL OF MINUTES
A. Minutes for the April 9, 2008, Stormwater Management Board Special Called Meeting
Light noted that “storage” in the last sentence of paragraph 8 on page two should be changed to “access”. Motion to approve the minutes, with the change, was made by Vance and seconded by Street. The minutes, with the change, were unanimously approved.
IV. SPECIAL MEETING ITEMS
Prior to the meeting, Light stated that Nathan Young had informed him that he was resigning from his position at ASU and the Board. Farmer stated that the Mayor would need to be notified and a replacement selected.
Light presented his updated comments on the “Regulations” and Sections 1 - 10 of the Design Manual. (Attached) and a copy of the Arkansas Water and Air Pollution Control Act (Attached).
Prior to Light beginning his comments on Sections 9 and 10, Farmer questioned the rewrite of Section 7 - Bridges. Light stated that structural design would not be addressed in the Manual. A reference to a standard text on structural design maybe mentioned but the focus of the Manual is hydrology.
Light continued discussion of changes to the Manual. He suggested that Sections 9.1 and 9.02 be deleted and replaced with Sections A & B of Article 3 of the Model Floodplain Code he provided at an earlier meeting. The only change would be to modify the Code for 1-foot above BFE minimum. Vance agreed and stated that the Manual was not the place for Sections 9.1 and 9.2. Items, such as these, should be included in a commentary section.
Light suggested adding to the “Hydrology” section of the Manual to further discuss hydrologic analysis methodology. The Board suggested instead of “…it is recommended that the City Engineering be consulted…” it be changed to “…the City Engineering shall be consulted…”. There was a discussion on FEMA hydrology use. It was suggested adding a statement such as “FEMA models shall be updated to simulate current development within the drainage basin”. If there is a dispute between developer and City Engineer, it can be appealed to the Board.
Light suggested striking Sections 9.3.1 and 9.3.2 because they are covered in Hydrology section of the Manual.
Light suggested striking Section 10 entirely and replacing with State requirements. The exceptions to these requirements are (1) SWPPPs will be submitted to the Engineering Department for review, (2) SWPPPs for commercial and residential developments (subdivisions) have to be prepared by a licensed engineer and (3) it is everyone’s responsibility to keep sediment out of the waterway. This section will be moved to Appendix 6 and the existing Appendix 6 changed to Appendix 7.
Light stated that the covers for Appendix 4 and 5 should be switched.
Farmer suggested having brochures on hand to give out. This can be used for educational credit. Light stated that an inspector in the Engineering Department has been given the full-time responsibility of Stormwater issues. Farris suggested having a workshop for developers and City employees regarding Stormwater Management sometime in the future.
The next meeting is the regularly scheduled meeting on Wednesday, May 21, 2008, at 8:30 a.m. Items to be discussed are (1) clarifying criteria for selecting magnitude for sizing emergency spillways, (2) Bridges, and (3) Pond Safety Issues.
VI. ADJOURNMENT
Chairman Farmer adjourned the meeting at 9:22 a.m.
