BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS:
 
Section 1. Hereafter, Ordinance No. 772 of the City of Jonesboro, Arkansas, shall be amended to provide as follows:
 
PARKING METER ZONES AND TIME LIMITS
 
The following named and designated areas, streets, avenues, or portions of same, and public areas and parking lots and such other areas, streets, or parking lots as may hereafter be included by amendment hereto, lying within the City of Jonesboro, Arkansas, are hereby designated as parking meter zones:
 
Zone No. 1 and Time Limit: Parking or standing a vehicle in a designated space in parking meter Zone No. 1 shall be lawful for one hour upon deposit of one five-cent coin of the United States of America:
 
A. The East side of the 500 block of Main Street, between Jackson Avenue and Washington Avenue;
B. The East and West sides of the 200, 300, and 400 blocks of South Main Street, being from Washington Avenue to Cate Avenue; except that two meters on each side of the street in the approximate middle of the 200 and 300 blocks, or near the fire hydrant, allowing easy entrance and exit shall be one cent for 12 to 15 minutes, 12 or 15 minutes, limit;
C. The West side of the 500 block of Union Avenue; same being from Jackson Avenue to Washington Avenue;
D. The South side of Jackson Avenue from Union Street to Main Street.
 
Zone No. 2 and Time Limit: Parking or standing a vehicle in a designated space in parking meter Zone No. 2 shall be lawful for 12 minutes upon deposit of a one-cent coin, 24 minutes upon the deposit of two one-cent coins, thirty-six minutes upon deposit of three one-cent coins, forty-eight minutes upon deposit of four one-cent coins, or sixty minutes upon deposit of five one-cent coins or one five-cent coin, two hour limit:
 
A. The East and West sides of South Main Streets from Matthews Avenue to Jackson Avenue;
B. The West side of South Main Street from Jackson Avenue to Washington Avenue;
C. The East and West sides of Main Street from Cate Avenue to Johnson Avenue;
D. The East and West sides of South Church Street from Washington Avenue to Cate Avenue;
E. The East and West sides of Union Street from Jefferson Avenue to Washington Avenue;
F. The East side of Union Street from Jackson Avenue to Washington Avenue;
G. The East and West sides of Union Street from Washington Avenue to Burke Avenue; except that there shall be one meter providing 12 minutes upon deposit of a one-cent coin, 12 minute limit, on both the East and West side of Union Avenue in th 400 block, approximately in front of the City Water and Light Office;
H. The North and South sides of Jackson Avenue from Madison Street to Church Street; except the South side thereof between Union and main which is provided for in parking meter Zone No. 1 (d)
I. The North and South sides of Washington Avenue from Madison Street to South Church Street; except the first three meters of the South side of Washington Avenue immediately West from the intersection of Union Street (beside the First National Bank Building) which shall provide lawful paring for 12 minutes upon deposit of a one-cent coin, with twelve minutes, limit; and the first two meters on the South side of Washington Avenue immediately West of Main Street (on Court Square) shall provide lawful parking for 12 minutes upon deposit of a one-cent coin, 12 minutes, limit; and except that the first meter on the North side of Washington Avenue immediately West of Main Street (in front of Citizens Bank Building) shall provide lawful parking for 12 minutes upon deposit of a one-cent coin, twelve minutes, limit;
J. The North and South sides of Huntington Avenue from Madison Street to Church Street, except the first three parking meters on the North side of Huntington Avenue immediately West of Main Street (beside the Mercantile Bank Building) shall provide lawful parking for 12 minutes upon deposit of a one-cent coin, twelve minutes, limit.
 
Zone No. 3 and Time Limit.  Parking or standing a vehicle in a designated space in parking meter Zone No. 3 shall be lawful for two hours upon the deposit of one five- cent coin, four hours upon deposit of two five-cent coins:
 
A. The city-owned public parking lot located at the 300 block of South Church Street, being a part of Lot 6 of Cobb's survey.
 
Zone No. 4 and Time Limit. Parking or standing a vehicle in a designated space in parking meter Zone No. 4 shall be lawful for one hour upon deposit of one five-cent coin, two hour, limit:
 
A. The city-owned public parking lot located at the 100 block of South Main Street and running from South Main Street to Union Street.
 
Zone No. 5 and Time Limit: Parking or standing a vehicle in a designated parking space in parking meter Zone No. 5 shall be lawful for two and one-half hours upon the deposit of one five-cent coin, five hours upon deposit of two five-cent coins, ten hours limit:
 
A. The outside walls of the city-owned public parking lot located at the Southeast corner of Church Street and Cate Avenue.
 
Zone No. 6 and Time Limit.  Parking or standing a vehicle in a designated parking space in parking meter Zone No. 6 shall be lawful for two hours upon deposit of one five-cent coin, for hours upon deposit of two five-cent coins, four hours, limit:
 
A. The middle and all remaining parking spaces in the city-owned public parking lot located at the Southeast corner of Church Street and Cate Avenue other than those parking spaces provided for in parking meter Zone No. 5 (a) above.
 
Section 2. Severability Clause.  It any section, part, sentence, clause, or phrase of this ordinance shall be held to be unconstitutional or invalid, the remaining provisions hereof shall nevertheless remain in full force and effect.
 
Section 3.  Repeal of Conflicting Ordinances.  Those portions of Ordinance No. 772 and all other ordinances and parts of ordinances inconsistent an in conflict with the terms of this ordinance are hereby repealed; provided, however, that such repeal shall be only to the extent of such inconsistency of Ordinance No. 772 and other ordinances regulating and governing the subject matter covered by this ordinance.
 
Section 4.  Effective Date.  This ordinance shall be in full force and effect from and after its passage and adoption.
