MAYOR’S OFFICE

Resolution to reappoint Dr. Ken Beadles and appoint Mr. Jerry Sexton to the Metropolitan Area Planning Commission (MAPC):  Councilman Moore motioned, seconded by Councilwoman Williams, to recommend the resolution to the full Council. All voted aye.

OTHER

Ordinance amending City of Jonesboro Municipal Code:  Councilman Farmer presented changes to the Municipal Code Section 2.20.16 entitled “Nominating and Rules Committee” to better clarify the selection of the Nominating and Rules Committee members. Councilman Moore motioned, seconded by Councilman Province, to recommend it to full Council and place it on the agenda for the Council meeting on December 19, 2006. All voted aye.

Councilman Farmer explained during the budget process some new boards may need to be formed or some contracts will need to be made with some of the outside agencies that currently receive funding from the City.

Councilman Farmer stated some questions have come up concerning Council members being on boards and commissions after the first of the year. He explained some people have asked whether Council members can swap positions. He noted the Council members are technically appointed to the position and term, so they cannot be changed without action by the City Council. Councilman Farmer added he already spoke with City Attorney Phillip Crego concerning the boards and commissions and Mr. Crego agreed with him.

Councilman Farmer then discussed creating an abuse of power policy for employees who are in an authoritative position. He noted the policy would prevent employees from being selective in who they are enforcing policies against. Councilman Farmer questioned whether there was a similar policy in the handbook. Mr. Tony Thomas stated there is no policy in the handbook regarding that matter. He added the department heads know they work at the will of the Mayor. It was asked for the proposed policy to be discussed with Ms. Suzanne Hackney.

ADJOURNMENT

With no further business, Councilman Moore motioned, seconded by Councilman Province, to adjourn. All voted aye.
