A. Welcome

B. Approval of Minutes

Mr. Young moved, seconded by Mr. Dover, to approve the minutes of the January 28, 2010, meeting. All voted aye.

C. Standing Committee Approval

Discussion was held concerning where parks should be in the committee structure. Ms. Alexander stated it could be under Quality of Life or Infrastructure. She explained it would fall under Quality of Life because parks offer swimming, camping and other features that would make people want to visit them. She further explained it could fall under Infrastructure because of the planning involved and due to sites such as the greenway. Mr. Harpole stated infrastructure issues can still be handled through the Infrastructure Committee, even though it’s part of the Quality of Life Committee. Ms. Alexander suggested splitting the greenway from parks. Mr. Harpole agreed, stating that if Ms. Alexander is willing then she could cover the greenway on the Infrastructure Committee.

It was questioned who would represent agriculture in the committees. Mr. Harpole answered Mr. Davy Crockett on the Economic Development Committee would able to handle agricultural issues.

It was also noted the high schools junior that will be taking part on the committees will be spread over the three committees as opposed to all being on one. Mr. Simmons motioned, seconded by Mr. Dover, to approve the standing committee structure. All voted aye.

D. Adoption of key definitions

Discussion was held concerning how “sustainability” and “livability” should be defined. Ms. Alexander discussed her email and stated sustainability and livability will have different meanings to different areas of the committees. Mr. Harpole stated they should develop a broad definition for the words to guide the other committees and not develop something specific since definitions will differ from one area to the next. He explained the economy, society and environment exist within each other, so they may want to try to include those factors when talking about sustainability. Mr. Dover questioned how this fits into the whole picture of CPAC. Mr. Harpole explained as they move forward in taking advantage of things offered by the federal government two criteria they want communities to be talking about is sustainability and livability. He stated the government is looking for things such as having affordable housing and transportation available for workers when a city is trying to attract economic development. He further explained sustainability and livability will be included in their vision statement.

E. Vision Statement Draft

Discussion was held concerning keywords for the vision statement in regards to what the plan is trying to accomplish. Statements such as core philosophy, shared vision, unity of purpose, community involvement in every phase, citizen led, citizen driven, ability to adjust or modify and framework on which to build were provided. Ms. Garner also suggested accountability and measurability would be keywords. Mr. Jason Wilkie’s statement “shall represent the dreams and desires of the citizens of Jonesboro and create a framework upon which to build a city of opportunity and promise” was also noted. Mr. Harpole stated they will draft several options and send them out to the committee members for their review. Discussion was then held regarding a name that is catchier for marketing, such as Vision 2030 or Jonesboro 2030, for the committee.

Ms. Garner then discussed accessibility. She suggested stores and parking lots should be more accessible and have better signage. Further discussion was held concerning handicap accessibility. Ms. Garner explained she wanted Jonesboro to have accessibility without limits.

Mr. Harpole stated he will take the suggestions and put together drafts of vision statements. He added he will provide the drafts to the members and hopes to come to a consensus via email, so the committee doesn’t have to come together just to approve a vision statement.

F. Social Media and Communication Update

Mr. Harpole informed the committee the IT Department is putting together Facebook and Twitter pages for the committee. He also stated they are hoping to have a home page created by the 25th for Jonesboro 2030 that will detail who the committee is and what it does. He explained people will be able to upload pictures on the site of places that they like, such as other parks. He further stated the IT Department is looking at being able to stream video of the CPAC committee meetings. He also stated they will be taking pictures of everyone that’s on the committee.

G. Future Meeting Date

The next meeting of the CPAC Executive Committee was set for 3:00 p.m. on February 25, 2010, in Room 103 of the Delta Center.
