November 14, 1974
 
The Metropolitan Area Planning Commission met in regular session on Thursday, November 14, 1974 in the Court Room at City Hall.
 
The meeting was called to order by the Vice Chairman, Mr. Ralph Morrison in the absence of the Chairman.
 
MEMBERS PRESENT: Morrison, Cooper, Matthews, Smith, Adams, Wheeless, and Haggenmacher.
 
MEMBERS ABSENT: Scott and Roddy.
 
OTHERS PRESENT:  Joe Tomlinson, Larry Fugate, and Shirley Watkins.
 
Item #1.  Duffy Peronia request a rezoning of the following described tract of land from Residential (R-1) to Commercial (C-3).  This parcel is described as follows:  A part of the SE ¼ of the particularly described as follows:  Begin at the South ¼ corner of said Section 33, thence North 211.0' to the point of beginning proper, thence South 88 degrees 10' west 653.4', thence north 200.0', thence north 88 degrees, 10' East 653.4' to the ½ section line, thence south along said line 200.0 to the point of beginning proper containing 3.0 acres, more or less.  General location of this property is described as being on the west side of Highway 173, south of the 63 Bypass and north of the Arkansas Children's Colony.  A motion was made by Mr. Matthews and seconded by Mr. Haggenmacher to APPROVE the request.  A vote was taken.  The vote was YEA:  Matthews, Smith, Adams, Wheeless, and Haggenmacher, Pass:  Cooper.  The motion to APPROVE the rezoning was passed.  
 
Item #2.  J. Wade Quinn requests a rezoning of the following described tract of property from Residential (R-1) to Commercial (C-4).  The property is described as follows:  Lot 1 in Block B, of Sunset Hills Addition to the City of Jonesboro.  General description is described as being on the south side of Highway #1 north and is the site of several business institutions known as Hilltop Shopping Center.  A petition against the rezoning was presented.  A motion was made by Mr. Haggenmacher and seconded by Mr. Wheeless to APPROVE the request.  A vote was taken.  The vote was YEA: Cooper, Smith, Adams, Wheeless, and Haggenmacher.  NO: Matthews.  The motion was passed.
 
Item #3.   Curtis Burrow, George Mace, Herbert Blaylock, James Blaylock, Dennis Burton and Olga Burton requests a rezoning of the following tract of land from Residential (R-1) to Commercial (C-3).  This parcel is described as follows: The North 410.4 feet of Lot 14 and the west half of Lot 10 of Cobb and Lee Survey of the Northwest Quarter of Section 21, Township 14 North, Range 4 East and Tract C of that part of Lot 16 of said Cobb and Lee Survey being a tract 107.3' east and west 410.4 feet north and south in the northwest corner of said Lot 16.  General location of this property is described as being on the north side of Nettleton Avenue between Caraway Road and Tony Drive.  Mr. David Walker, Attorney, represented the property owners.  Mr. Scott Minton spoke for several people opposed to the rezoning.  A motion was made by Mr. Haggenmacher and seconded by Mr. Wheeless to APPROVE the request as stated.  A vote was taken.  The vote was YEA: Wheeless and Haggenmacher.  PASS: Adams.  NO: Cooper, Matthews, and Smith.  The motion to APPROVE the request was not passed.  
 
Item #4.  Curtis Burrow, George Mace, Herbert Blaylock, and James Blaylock requests a final approval of a replat of Lots 10 and 16 of the Cobb and Lee Survey of the NW ¼ of Section 21, Township 14 North, Range 4 East.  This consists of replatting Lot 16 into Block A, Lots 2, 3, 4 and 5 and Block "B" into Lots 2, 3, 4, and 5 and Lot 10 into Lots 1 and 2.  This replat is to be known as Foxwood Addition to the City of Jonesboro.  General location of this property is on the north side of Nettleton Avenue between Caraway Road and Tony Drive.  A motion was made by Mr. Haggenmacher and seconded by Mr. Smith to APPROVE the request.  A vote was taken and the motion was passed unanimously.  
 
Item #5.  Village Communities, Inc. requests a first and final approval of Candlewood Estates First Addition.  General location of said addition is on the south side of Neely Road between Christian Creek and Quail Drive.  A motion was made by Mr. Cooper and seconded by Mr. Wheeless to APPROVE the request subject to the dedication of recreational areas as shown on the plat.  A vote was taken and the motion was passed unanimously.
 
Item #6.  Recommendation from planners on Bridge Street in the Urban Renewal Area.  In view of the extreme circumstances over the Bridge Street Controversy, a motion was made by Mr. Haggenmacher and seconded by Mr. Cooper to recommend that a 50 foot right of way and a 35' pavement width be approved from Creath to Washington on Bridge Street.  A vote was taken and the motion was passed unanimously.  
 
Item #7.  Mr. Joe Cowden of Seabrook and Associates, planners for the City of Jonesboro, presented a Land Disposition Supplement to the Overall Urban Renewal Plan for the recommendation of the MAPC.  After discussion, a motion was made by Mr. Adams and seconded by Mr. Wheeless to APPROVE the supplement and recommend that it be added to the Urban Renewal Plan.  A vote was taken and the motion was passed unanimously.  
 
The meeting was adjourned at 9:45 P.M.
