IV. NEW BUSINESS
The Technical vacancy on the board was discussed and Light will get with the Mayor regarding this vacancy.
Light also noted that Farmer made a presentation to the Exchange Club on May 9th, the Engineering Department held a stormwater presentation for contractors and developers on May 6th, and four members of the Engineering staff will be attending a certification class in Hot Springs on June 6th. Light announced the Engineering Department has a full-time stormwater inspector. His name is Jerry Lee.
V. PENDING ITEMS
Light handed out a comment sheet for the Pending Items to be discussed. (Attached) Light noted there are 12 points to consider for Reservoir Safety. It was noted that these are just recommendations for the board to consider. All of the listed items were discussed. Light stated that Item #3 will be covered in the Emergency Spillway section.
Light discussed the design criteria and exemptions for Emergency Spillways. Zolper questioned if there was a general rule to determine where to start regulating emergency spillways. Light will research to determine if there is a consensus in other areas. Emergency spillways should not have to consider a Dam Breach Analysis if it is sized properly.
Light handed out the cover and table of contents of “Hydraulics of Bridges Waterways” He suggested adopting this manual. Bridges that span 20 ft. or more have to be designed using the standards but still have to meet FEMA guidelines. These standards pertain to hydraulics not structural.
Daniels discussed lowest floor level. He stated that the lowest and highest grade will affect insurance ratings. Light will get information on insurance ratings.
Zolper ask if the model ordinance language was mandatory or suggested. Light stated it was suggested and could be modified but it would have to be in compliance. Zolper stated that both documents should be looked at and take the best from both and combine into one document.
The next meeting is the regularly scheduled meeting on Wednesday, June 18, 2008, at 8:30 a.m. Items to be discussed are (1) cost savings per foot to increase above BFE - 2’ vs. 1’, (2) chart for safety and required amenities for Detention Ponds and Retention Ponds, and (3) decision making tool “in-lieu”.
