Minutes for the City Council meeting on June 16, 1997

PUBLIC HEARING - 6:00 P. M. - A public hearing was held regarding the Community Development Block Grant Program, for the purpose of receiving input about the Consolidated Plan and the 1997 Community Development Program for Jonesboro. Mr. Jim McKinnon, Grant Coordinator, reviewed the following purposed projects: 1) Washington St. Drainage Improvements; 2) Sewer Improvements on Tulip and Sweetheart Lanes; 3) Substandard Housing Demolition; 4 & 5) Earl Bell & E. Boone Watson Community Center Renovation; 6) Police Sub-Station/Mobile Home Unit and Desk Top Radio for Sub-Station; and 7) Administrative needs. Mr. McKinnon explained 51% eligibility for grant funds must go to low and moderate income areas. Mayor Brodell explained the funds cannot be used for all city projects. He stated the projects must meet certain specifications.

 

CITY COUNCIL MINUTES - June 16, 1997

                     

The Jonesboro City Council met Monday, June 16, 1997, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Brodell, City Clerk, Donna K. Jackson, City Attorney, Phillip Crego and 11 council members. Those members were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

The minutes of June 2, 1997, and June 6, 1997, (Special Meeting) were approved as delivered by Councilman Young seconded by Councilman Roddy. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Roddy offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Bruce Wrinkles)

 

Councilman Bowers moved, seconded by Councilman Pratt to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Fletcher offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Midway Properties)

 

Councilman Rega moved, seconded by Councilman Fletcher to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Kelton offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Robert Chastain)

 

Councilman Young moved, seconded by Councilman Kelton to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Roddy offered the following ordinance for the first reading:

 

ORDINANCE REQUESTING APPROVAL OF ANNEXATION OF 23.30 ACRES AND ZONING CLASSIFICATION OF RESIDENTIAL (R-2), LOCATED ON THE NORTH SIDE OF WINDSOR LANDING SUBDIVISION, NORTH OF BRIDGER CREEK (Robert Chastain)

 

Councilman Roddy moved, seconded by Councilman Bowers to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

The following ordinance was on the third and final reading:

 

ORDINANCE ABANDONING A PORTION OF A DRAINAGE EASEMENT LOCATED IN THE SAGE MEADOWS SUBDIVISION, PHASE 1-D. (Sage Meadows/Mooney, Sr.)

 

At the request of Mr. C. M. Mooney, Sr., Attorney of the Sage Meadows Project, Councilman Bowers moved, seconded by Councilman Roddy to table the ordinance for two weeks. Mr. Mooney stated he wanted to consult with City Engineer, Claude Martin regarding a 10 foot utility easement.

 

The following ordinance was on the third and final reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Farrell Benton/ Mooney, Sr.)

 

Councilman Rorex moved, seconded by Councilman Bowers for the adoption of the ordinance. A voice vote was taken resulting in all council members voting nay. Those members voting against the motion were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was denied.

 

Councilman Roddy offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND SECTION 8.40.18 OF THE JONESBORO MUNICIPAL CODE ENTITLED, “PARKING TIME LIMITS”.

 

Councilman Bowers moved, seconded by Councilman Roddy to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Young offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND THE JONESBORO MUNICIPAL CODE, INCREASING THE SALE OF MUNICIPAL PROPERTY TO $25,000.00 BEFORE REQUIRING COMPETITIVE BIDDING.

 

Councilman Kelton moved, seconded by Councilman Rega to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Kelton moved seconded by Councilman Bowers to further suspend the rules and place on the third and final reading. City Clerk, Donna Jackson requested a clarification regarding which section of the Jonesboro Code should be amended. Councilman Kelton moved, seconded by Councilman Bowers to amend the ordinance to read 3.04.04 instead of 3.0.4. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. Councilman Kelton moved, seconded by Councilman Bowers for the adoption of the ordinance as amended. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The ordinance was given the number 2788.

 

Councilman Rorex moved, seconded by Councilman Fletcher for the adoption of a resolution to proceed with condemnation action on the following Jonesboro properties:

 

1207 Cartwright - Mead Dunham, Owner

300 West Center - John Ed Gregson, Owner

504 Belt - T. V. Wallis, Owner

 

A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was given the number 1997:41.

 

Councilman Kelton moved, seconded by Councilman Fletcher for the adoption of a resolution authorizing an application to the Arkansas Development Financial Authority for a Homeowner Rehabilitation Grant, with $200, 000.00 matching funds (plus interest). A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was given the number 1997:42.

 

Councilman Rega moved, seconded by Councilman Bowers to approve the Consolidated Plan/Action Plan including the 1997 Community Development Block Grant projects and budget. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was given the number 1997:43.

 

Councilman Young moved, seconded by Councilman Rorex for the approval of a conditional use permit, requesting a mobile home placement at 4306 East Aggie Road, on behalf of Mr. Harold Gossett, and his daughter and son-in-law. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

Councilman Young moved, seconded by Councilman Rorex for the adoption of a resolution requesting City Water & Light to provide free temporary utility service at 5003 Stadium Blvd. For a new concession stand and first aid station. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Kelton, Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy. The resolution was given the number 1997:44.

 

Under new business, City Attorney, Phillip Crego reported on condemned property owned by Mr. Bill Ebbert. He stated a law suit had been filed and a response received, but was waiting to place the matter on the docket.

 

Doug Little reminded Council, Rev. Henly had agreed to tear down his property if it was not completed by the last extension.

 

Councilman Crockett moved seconded by Councilman Fletcher to allow two additional months before clearing the property at Highland & Nettleton (Snak-Pac). A voice vote was taken resulting in all council members voting aye, with the exception of Councilman Kelton who voted nay. Those members voting aye were: Rorex, Province, Kelly, Crockett, Rega, Pratt, Young, Fletcher, Bowers, and Roddy.

 

With no further business the meeting was adjourned.
