Minutes for the City Council meeting on October 15, 1984

An Appeal Hearing was held at City Hall on October 15, 1984, at 7:00 p.m. concerning a Board of Zoning Adjustment decision at 308 Alpine. No action by the Council was taken during the hearing but later acted during the regular Council Meeting.

 

CITY COUNCIL MINUTES - OCTOBER 15, 1984

 

The Jonesboro City Council met in regular session, Monday October 15, 1984, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all aldermen.

 

The minutes of October 1, 1984, were approved as mailed on motion by Mr. Hannah seconded by Mr. Blevins. All voted aye.

 

Concerning the Merrywood Addition, City Engineer, Mike Cameron, stated that the developer would review the drainage and determine what was needed and then submit plans to the MAPC for approval. He stated that he hoped the developer would have plans drawn before the next council meeting and then would report on the situation at that time.

 

At this time, Mayor Stallings excused himself from the meeting and Vice-Mayor Hannah proceeded with the agenda.

 

Concerning the Appeal Hearing help before the council meeting, Mr. Sanderson moved, seconded by Mr. Nix, to table any action until the next meeting so that the council could sturdy the board of Zoning Adjustments decision. All voted aye. Motion passed.

 

The following bid was on review:

 

84:27 - Tires for shop vehicles - After a recommendation from the purchasing agent to split the bids, Mr. Hinson moved, seconded by Mr. Park to award the bids as follows:

H-78-15 Mud & Snow - studded - Rebel Tire for $42.80 ea.

H-78-15 Smooth tread - Proctor Tire for $25.59 ea.

750 -16 Mud & Snow - studded -Proctor Tire for $57.82 ea.

 

All voted aye. Motion passes.

 

Mr. Sanderson offered the following ordinance: (Colson Bond issue)

 

AN ORDINANCE CONFIRMING THE AUTHORIZATION TO ISSUE INDUSTRIAL DEVELOPMENT REVENUE BONDS; AMENDING ORDINANCE #1864 PASSED AND APPROVED ON THE 16TH DAY OF APRIL, 1984, PERTAINING TO THE ISSUANCE OF SUCH BONDS; AUTHORIZING AND PRESCRIBING OTHER MATTERS PERTAINING THERETO; AND DECLARING AN EMERGENCY.

 

Mr. Shelton offered the following ordinance: (Handicap ordinance)

 

AN ORDINANCE TO COMPLY WITH THE PROVISIONS OF THE REVENUE SHARING ACT OF 1972, AS AMENDED IN 1976 TO INCLUDE DISCRIMINATION PROHIBITIONS SECTION 504 OF THE FEDERAL REHABILITATION ACT 1973.

 

Mr. Stricklin moved, seconded by Mr. Shelton, to suspend the rules and place the ordinance on 2nd reading. All voted aye. Mr. Hinson moved, seconded by Mr. Park, to further suspend the rules and place the ordinance on 3rd reading. All voted aye. Mr. Park moved, seconded by Mr. Stricklin, to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 1894.

 

Mr. Mays offered the following ordinance: (Traffic Control - Thorn Street)

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATION THEREOF; AND FOR OTHER PURPOSE

 

Mr. Stricklin moved, seconded by Mr. Shelton, to amend the ordinance to include a 20 MPH on Harvester Street from Greenbriar to Rosewood Circle. All voted aye. Mr. Mays moved, seconded by Mr. Park, to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

The following ordinance was on 2nd reading: (R-1 to C-3-Noble Acres)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES

 

Mr. Park moved, seconded by Mr. Shelton, to change the name of the Community Center on Church Street to the Earl Bell Community Center by resolution. All voted aye.

 

RESOLUTION TO RENAME THE CHURCH STREET COMMUNITY CENTER TO EARL BELL COMMUNITY CENTER FOR MR. BELL’S ACCOMPLISHMENTS

 

The resolution was given the number 1984:16.

 

There being no further business, Council adjourned.
