CITY COUNCIL MINUTES, APRIL 18, 1983

 

The Jonesboro City Council met in regular session, Monday, April 18, 1983, at 7:30 p.m. Present were Mayor, City Attorney, City Clerk and all aldermen.

 

The minutes of April 4, 1983, were approved as mailed on motion by Mr. Sanderson, seconded by Mr. Shelton, all aye.

 

The following bid was up for review:

A) Fire Department Uniforms - A motion from Mr. Hannah to accept the bid from Kays Uniforms (low Bid), seconded by Mr. Hinson. All voted aye.

 

Mr. Sanderson made a motion to reject a mobile home at 1720 Arch Street seconded by Mr. Smith. All voted aye. Rejection carried.

 

Mr. Shelton offered the following ordinance: (Stop sign at Scenic & Ridge Road and No Parking sign on west side of Fisher from NW corner of Word North 300 feet.)

 

Mr. Park explained to the council that Mr. John Fowler - Mgr. of Fred P. Gattas - has expressed his concern of transit peddlers being allowed to sell items to citizens in Jonesboro. Not only were they in competition with established firms but also left citizens unprotected on items with warranty. A recommendation by Mr. Sanderson to have the city attorney check into such peddlers was made, seconded by Mr. Shelton. All voted aye. The city attorney is to report findings back to the council at the next meeting.

 

Dr. Smith made the following recommendation, seconded by Mr. Hannah: That a total of $1,364.59 from the unappropriated funds be used to make capital improvements for the Civil Service Commission office. $476.96 of the total amount is to be used to improve the room itself where the balance of $887.63 to be used to furnish the room. All voted aye.

 

Dr. Smith then made the following recommendations, seconded by Mr. Sanderson: A total of $400.00 from the appropriated funds to be divided and used by the Police and Fire Department budgets. The $200.00 in each budget is to be used by the Civil Service Commission for operating expenses. All voted aye.

 

Mayor Stallings addressed the council on the subject of Pratt Circle. He expressed a decision should be made on the annexation. He appointed the following committee to look into the Pratt Circle situation. Chairman: Mr. Mays, Mr. Bridger. Mr. Hannah, Mr. Stricklin. The Mayor asked that the committee meet in the next 2 weeks and report back to the council at that time.

 

City Attorney, Judy Henson, asked the council to consider funding for her to hire a specialized lawyer to act on the city’s behalf in the discrimination suit filed by Nora Hopkins. The council agreed to have the Finance Committee meet with the City Attorney in the next 2 weeks and have a recommendation for the council at the next meeting.

 

Mr. Hinson made a motion to amend the present traffic control ordinance to also place a NO PARKING sign on the north side of Burke from the N. W. corner of Culberhouse and Burke to a point 220 feet west. A second was made by Mr. Shelton, all aye.

 

Mr. Sanderson made a motion to uphold the MAPC decision to not allow a zoning change at 1606 South Main from R-2 to C-5. Mr. Sanderson, at this time made a motion to rescind the earlier vote. A second came from Mr. Hannah, all aye. The following ordinance was read for the 3rd time:

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

A motion to reject the ordinance was made by Mr. Hannah, seconded by Mr. Sanderson. All voted aye. The ordinance was rejected.

 

A motion by Mr. Nix, seconded by Dr. Smith to evict Ruth Gilton from city property on East Washington due to past due rent payments. All voted aye. Eviction passed.

 

Mr. Province asked that the City Inspector look into the complaints of citizens concerning the property on the southeast corner of Strawn and Olive Street. The inspector is to report back to the council in two weeks to report if the property owner has cleaned the lot of debris.

 

There being no further business, council adjourned.
