AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

 

Section 1: The City Council finds and declares that the conditions of traffic is such as to endanger the traveling public and pedestrians on certain street and at certain intersections and that certain traffic control devices are to be provided and placed on the following streets:

 

a.                     Stop signs at the intersection of Turtle Creek Cove and Turtle Creek, traffic on Turtle Creek Cove yielding to traffic on Turtle Creek;

b.                     Stop Signs at the intersection of Paula Drive and Turtle Creek, traffic on Paula Drive yielding to traffic on Turtle Creek;

c.                     Stop signs at the intersection of White Lane and Turtle Creek, traffic on White Lane yielding to traffic on Turtle Creek;

d.                     Stop signs at the intersection of Turtle Creek and Covey Road, traffic on Turtle Creek yielding to traffic on Catherine;

e.                     Stop signs at the intersection of Covey Road and Catherine, traffic on Covey Road yielding to traffic on Catherine;

f.                     Stop signs at the intersection of Rankin Drive and Catherine, traffic on Rankin Drive yielding to traffic on Catherine;

g.                     Stop signs at the intersection of Covey Circle and Covey Road, traffic on Covey Circle yielding to traffic on Covey Road;

h.                     Stop signs at the intersection of White Lane and Covey Road, traffic on White lane yielding to traffic on Covey;

i.                     Remove stop signs from Covey Road at its intersection with Timber Trails and install signs with traffic on Timber Trails yielding to traffic on Covey Road;

j.                     Stop signs at the intersection of Rankin Drive and Paula Drive, traffic on Rankin Drive yielding to traffic on Paula Drive;

k.                     Stop signs at the intersection of White Lane and Rankin Drive, traffic on White Lane yielding to traffic on Rankin Drive;

l.                     Stop signs at the intersection of Rankin Cove and Rankin Drive, traffic on Rankin Cove yielding to traffic on Rankin Drive.

m.                     Parking provisions on Community Center Drive shall be as follows:

 

Parking will be prohibited on the south side of the north drive from its intersection with Church Street for a distance of 127 feet east.

 

Parking will be allowed on the north side of the north drive from its intersection with Church Street east to the entrance to the parking lot off of Community Center Drive.

 

A loading and un-loading zone to be placed directly in front of the south entrance of the Senior Citizens Center of the north side of the north drive.

 

Section 2: The Chief of Police or some person designated by him is hereby directed to place and locate upon the above described lot, at the proper places, appropriate signs designating traffic control as set out above and it shall be unlawful for any person, firm or corporation to tear down, remove or mutilate said signs.

 

Section 3: The drivers of all vehicles shall obey all traffic control signs per instruction on the face thereof.

 

Section 4: Every person convicted of a violation of any provision of this ordinance shall be punished by a fine of not more than $100.00.

 

Section 5: All ordinances and/or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict.

 

Section 6: It is hereby found and declared by the City Council that due to increasing traffic congestion and use of the above described streets and lack of adequate traffic control devices there is a great possibility that failure to have these control devices will cause danger to life and property, therefore, an emergency is hereby declared to exist and this ordinance shall take effect and be in full force from and after its passage and approval.
