CITY COUNCIL MINUTES MAY 2, 1977

 

The Jonesboro City Council met in regular session, Monday, May 2, 1977, at 7:30 p.m. Present: Mayor, City Clerk, City Attorney, and all aldermen. The meeting began with the Pledge of Allegiance and prayer.

 

Mr. Stricklin moved that the minutes of the April 18th meeting be approved as mailed, seconded by Mr. Minx. All voted aye.

 

Mrs. Evelyn Seaton, representing property owners on Madison, presented petitions to council, asking them to rescind the action of the Board of Adjustment concerning waivers from parking regulations at apartments at 1208 Madison.

 

Mr. Sanderson moved that the action of the Board of Adjustment be rescinded which gave permission for a waiver from parking regulations and a waiver of required distance from adjacent property line. The motion was seconded by Mr. Hannah.

 

After rebuttals by Mr. Bill Ebbert, Jr. and Mr. Mark Ledbetter, Mr. Hannah withdrew second and moved that the matter be tabled for two weeks, seconded by Mr. Bridger. Roll call, voting aye: Park, Hinson, Bridger, Minx, Hannah, Haigler, Stricklin and Shepard. Voting nay: Sanderson, Shelton, Province and Smith. Motion carried

 

Mrs. Jim Turner presented a petition to council concerning carport sales in the City. The Mayor asked the Finance Director to look into the matter. Mr. Sanderson moved that a committee be appointed to study the matter, seconded by Mr. Smith. All voted aye and the following were appointed: Sanderson, Hinson and Smith.

 

Sylvester Williams, representing the Unity Organization, asked the Mayor and council to appoint a bi-racial committee to study complaints of the 2nd and 3rd shift police officers, and particularly incidents that allegedly took place on April 23, 1977. He also asked that an Affirmative Action Plan be adopted. The Mayor agreed to appoint three members of council and Mr. Williams agreed to appoint three members of the black community.

 

Kenneth Camp, Chairman of Parks and Recreation Commission, presented a concept for improvements of Craighead Forrest for study by the council.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES, AND FOR OTHER PURPOSES

 

Mr. Minx moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Smith. The ordinance was adopted by a unanimous vote of council and given #1574.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, DATED MARCH 15, 1977

 

The following ordinance was submitted to council for study:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED DECEMBER 17, 1976, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Shepard offered the following ordinance for 1st reading:

 

AN ORDINANCE CORRECTING THE PROPERTY DESCRIPTION GIVEN IN ORDINANCE NO. 1519, AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Sanderson moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Ms. Haigler. All voted aye. After the ordinance was read, Mr. Sanderson moved that the rules be further suspended and the ordinance be placed on 3rd reading, seconded by Mr. Hannah. All voted aye. After the reading, Mr. Smith moved that the ordinance be adopted including the emergency clause, seconded by Mr. Hannah. All voted aye and the ordinance was given #1578.

 

Mr. Park offered the following ordinance for 1st reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3, ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hinson moved that if members of the audience have matters to present to council that they be placed on the agenda of the following meeting unless the Mayor deems the matter to be urgent. The motion was seconded by Mr. Park and received unanimous vote.

 

Mr. Stricklin moved that Mr. Jim Lyons be appointed to the Parking Authority, seconded by Mr. Bridger. All voted aye.

 

Mr. Stricklin moved that the City spend $5,000 for their share of purchasing a bridge over Lost Creed on a county road, north of Highway 63B. The motion was seconded by Mr. Shelton with the only descending vote being cast by Mr. Hannah.

 

There being no further business, council voted to adjourn.
