MEMBERS PRESENT: Coleman, Little, Damron, Finley, Shaw, Phillips, Beadles and Mr. McCracken (present for items 9 through 13)

 

MEMBERS ABSENT: None.

 

Minutes of the July 12, 1994, meeting were approved as prepared.

 

#1 SU94-13 Margaret and Nick Troxler requested approval of placement of a mobile home next door to 2301 Moore Road.

 

Mr. Beadles made a motion to approve the request, seconded by Ms. Shaw. Six voting aye, 0 opposed, one absent for vote, REQUEST APPROVED.

 

#2 RZ94-26 Harold Harvey requested approval of a rezoning from R-1 to C-3 for 3.438 acres located on the east side of Industrial Drive, south of Parker Road.

 

Site plans are expected to be submitted later and street improvements and right of way will be addressed at that point.

 

Ms. Shaw made a motion to approve the request, seconded by Mr. Beadles. Six voted aye, 0 no, REQUEST APPROVED.

 

#3 SU94-14 Paul Sherman requested approval of placement of a mobile home adjacent to 3019 North Church Street.

 

Mr. Beadles made a motion to approve the request subject to a plat being submitted before any permits are issued. Mr. Little seconded the motion with six voting aye, 0 opposed, REQUEST APPROVED WITH STIPULATION.

 

#4 FP94-14 R&S Wyatt, Inc. requested final approval of subdivision plans for Wyattwood Subdivision containing 31 lots on 11.0 acres. The property is located on the east side of Airport Road, north of Prospect Road.

 

This subdivision is part of a previously platted subdivision. Preliminary plan requirements have been met.

 

Ms. Finley made a motion to approve the request, seconded by Mr. Damron. Six voted aye, 0 no, REQUEST APPROVED.

 

#5 PP94-14 Keith Petrek requested preliminary approval of plans for Hannah Hills containing 12 lots on 5.25 acres. The property is located north of Hunters Ridge Drive, east of Culberhouse Street and south of Brentwood Drive.

 

Property owners in the Hunters Ridge Subdivision spoke on concerns for storm water runoff on their property. Some questions were raised about the availability of sewer to the property and the right of way for Hunters Ridge Drive.

 

Ms. Shaw made a motion to deny the preliminary plan request based on questions on right of way, centerline of streets and setbacks, sewer extensions and drainage problems. Mr. Beadles seconded the motion, six voted aye, 0 no, REQUEST DENIED.

 

#6 PP94-15 Lawrence Stallings requested preliminary plat approval of subdivision plans for Sunny Meadow Acres containing 6 lots on 1.10 acres. The property is located on the south side of Sunny Meadow Lane, east of Caraway Road.

 

Mr. Stallings plans full street improvements on the south side of Sunny Meadow Cove and additional paving on the north side. Commissioners had questions about right of way for turnaround for fire truck.

 

Mr. Little made a motion to approve the preliminary request with the cul-de-sac being addressed on the final plat. Mr. Damron seconded the motion, five voted aye, one no, REQUEST APPROVED WITH STIPULATION.

 

#7 PP94-16 Skip Macon requested preliminary approval of subdivision plans for Pecan Grove containing 17 lots on 7.95 acres. The property is located on the west side of Aggie Road, north of Fielder Drive.

 

Concerns regarding street intersections not shown on the plat on the south and east side of Aggie, a parcel of land that was omitted, unacceptable street name, unsigned and uncertified plat and utility easements were mentioned.

 

Mr. Little made a motion to approve the preliminary request with concerns listed above being taken care of on the final plat. Mr. Phillips seconded the motion with six voting aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#8 PUD94-2 John Marcom requested preliminary approval of plans for Quail Ridge 4th Addition, a residential planned unit development containing 78 lots with one dwelling unit per lot. The subdivision is a continuation of Quail Ridge Drive eastward, south of Vail Drive.

 

This item was WITHDRAWN by the owner.

 

#9 PP94-17 Kenny Griggs requested preliminary approval of subdivision plans for Wilderness Rub Subdivision containing 32 lots on 37.08 acres. The property is located on the north side of Lawson Road, east of Culberhouse Street.

 

Mr. McCracken made a motion to approve the request subject to the extension of the streets to the east and west property line with a temporary/permanent cul-de-sac on Wilderness Run and Blackberry Lane. Mr. Damron seconded the motion with seven voting aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#10 SP94-16 Griffin Petroleum requested approval of site plans for a commercial development that include a Coastal Gas Station and convenience store and a Pizza Inn Restaurant. The property is located on the west side of Southwest Drive (Hwy. 49S), south of Parker Road (Bypass Service Road).

 

There were some questions raised about property lines and mixed zoning on the same parcel. An apartment complex located behind this site is proposed to be served by a drive crossing the property. Marvin Jernigan, project surveyor stated that he was working on the replat at this time. Access for emergency vehicles was also discussed. Representative of Griffin Petroleum stated they could install a loop around the apartments. Utility easements were also request adjacent to the street right of way.

 

Dr. Beadles made a motion to approve the request subject to the property being replatted into at least two lots with the apartment lot having its own frontage on the street. It was further stipulated that a cul-de-sac be installed on the apartment lot for emergency vehicle access and that utility easements be granted as requested by CW&L. The motion was seconded by Mr. Damron. Voting was 6 in favor, 1 abstaining, REQUEST APPROVED WITH STIPULATIONS.

 

#11 sp94-17 Tim Lowary requested approval of plans to place a second structure on the property at 2205 North Church Street. The property is located on the northwest corner of North Church Street and Ginger Street.

 

After some discussion about the commercial trailer ordinance it was decided that this application would fit into those requirements. Request WITHDRAWN by Mr. Lowary.

 

#12 SP94-23 Bama Corporation requested approval of site plans for two buildings on one lot in I-2 zoning. The property is located on the northwest corner of Opportunity Drive and Krueger Drive.

 

It was noted that this property lies entirely in the floodway and work is underway to meet the requirements for building in the floodway.

 

A motion to approve the request was made by Ms. Shaw and seconded by Ms. Finley. Voting was 6 in favor, 1 abstaining, REQUEST APPROVED.

 

#13 SP94-22 Ryder Truck requests approval of site plans for a truck company to be located on the northeast corner of Industrial Drive and Access Road.

 

A motion to approve the request was made by Ms. Finley and seconded by Mr. Damron. Voting was 7 in favor, 0 opposed. REQUEST APPROVED.
