TENNIS COURT BIDS - ALLEN PARK

Grant Coordinator, Jim McKinnon reported the City of Jonesboro received approximately $309,000 of a 50/50 matching grant from the Department of Parks and Tourism in 2001 and 2002.  With the City of Jonesboro’s matching share it brings the grant total to approximately $618,000 available for the project.   He explained the lowest bid for the tennis courts was $655,000, with the original contract including a concession stand and sidewalks making the project over budget by $140,000 to $160,000.  Mr. McKinnon recommended removing the concession stand from the contract and doing it with CDBG funds for 2004 which had already been approved by members of the Finance and Administration committee. Mr. McKinnon stated if the 2001/2002 Parks and Tourism Grant funds were not used, the City of Jonesboro could lose future grant funding.   He explained that he and Jason Wilkie had been negotiating with the low bidder to bring the price down.  The low bidder, Derrick Barton Tennis Court Construction out of Memphis, reported to committee members, providing a list of changes to the original plan, reducing the price by $100,350.00.   Councilman Roddy moved, seconded by Councilman Province authorizing the change order of $101,000.00 and accepting the low bid meeting bid specifications of Derrick Barton Tennis Court Construction for a total of $554,000.00.  All voted aye.  The matter would be placed on the agenda and recommended to the full council on October 6, 2003.
