CITY COUNCIL MEETING MARY 1, 1976
The Jonesboro City Council met in regular session, Monday, March 1, 1976, at 7:30 p.m. There were present: Mayor, City Clerk, City Attorney, and the following named aldermen: Bowers, Sanderson, Bridger, Stricklin, Minx, Smith, Hinson, Haggenmacher, Johnson, Hannah, and Darling. Absent: Burns.
The following ordinance was on third and final reading:
AN ORDINANCE DESIGNATING THE MAXIMUM SPEED LIMITS ON PARTS OF WOODROW AND FORREST STREETS: AND FOR OTHER PURPOSES
Mr. Darling moved for the adoption of the ordinance, to include the emergency clause, seconded by Mr. Hannah. The ordinance was then read by the City Attorney and all members of Council voted aye. The ordinance was given #1486.
The following ordinance was on third and final reading:
AN ORDINANCE TO DESIGNATE CERTAIN PARTS OF WOODROW AND FORREST STREETS AS NO PARKING AREAS AND FOR OTHER PURPOSES
Mr. Sanderson moved the ordinance be tabled until the mayor can obtain information from people living on these streets. Motion seconded by Mr. Johnson. Roll call voting aye, Sanderson, Hinson, Johnson. Voting nay, Bridger, Stricklin, Minx, Smith, Haggenmacher, Hannah, Darling. Passing, Mr. Bowers. Motion failed. Mr. Hannah then moved that the ordinance be adopted to include the emergency clause, seconded by Mr. Smith, with Mr. Johnson casting the only descending vote. The ordinance was adopted and given #1487.
The following ordinance was on third and final reading:
AN ORDINANCE TO ESTABLISH A FEE SCHEDULE FOR ITEMS SUBMITTED TO THE METROPOLITAN AREA PLANNING COMMISSION OF THE CITY OF JONESBORO, ARKANSAS
Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Darling with all members of Council voting aye. The ordinance was adopted and given #1488.
The following ordinance was on third and final reading:
AN ORDINANCE TO AMEND SECTION 24-4 OF THE CODE OF ORDINANCES TO THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR ZONING OF ANNEXED AREAS AND FOR OTHER PURPOSES
Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Haggenmacher with all members of Council voting aye. The ordinance was given #1489.
The following ordinance was on third and final reading:
AN ORDINANCE TO PROVIDE FOR NO PARKING ON FROLIC DRIVE AND FOR OTHER PURPOSES
Mr. Minx moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Johnson, with unanimous vote of Council. The ordinance was given #1490.
The following ordinance was on 2nd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES
Mr. Bowers offered the following ordinance:
AN ORDINANCE TO REQUIRE OWNERS OF LANDS WISHING TO BE ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, TO PROVIDE STREET MARKERS ON ALL STREETS BEING ANNEXED TO THE CITY; AND FOR OTHER PURPOSES
The following bids were opened from Hawkins Equipment:
1 used etnyre 1,000 gallon rear engine distributor $8,300.00
1 used Grace 7’ sweeper 1,390.00
1 used New Yaun spreader box 500.00
Mr. Hannah moved that the matter be referred to the Street Committee for recommendations, seconded by Mr. Stricklin, with unanimous vote of Council.
Mayor appointed Don Minx, Don Bridger, Larry Burns to a committee for establishment of a Historical Commission for natural and cultural heritage.
The following bids were opened on asphalt:
$15.85 per ton less priming
$16.45 per ton with priming Field Brothers
$20.60 per ton with priming Barnett Construction
Mr. Hannah moved that the low bid from Fields be accepted, seconded by Mr. Darling, with all members of Council voting aye.
Mr. Haggenmacher requested that the safety officer be asked to study the traffic on Pardew and Dana going on to Stallings Lane.
Mr. Hannah moved that the bills be paid, seconded by Mr. Darling, all members voting aye.
There being no further business, the Mayor read a prepared statement concerning his actions of the past week concerning the firing of two police officers.
After some discussion on the matter, Council was adjourned by the mayor.
