ROADS AT SAGE MEADOW

City Engineer, Claude Martin reported the developers are requesting the City of Jonesboro take over certain roads in the Sage Meadows Project. It was explained the City Engineer must approve the roads before the City of Jonesboro adopts them.  Mr. Martin explained by the time they correct the list of deficiencies, additional problems have occurred.   Councilman Moore stated he did not want to accept substandard roads and questioned what could be done to meet the requirements.  Mayor Brodell recommended that he, City Engineer Claude Martin and Councilman Moore meet with Mr. Bob Troutt to determine what could be done, and report back to the committee.

AMENDED LIGHT AT HWY 1B AND HIGHLAND

Mr. Terry Bare addressed the committee about his client (Jim Abel) wishing to utilize the existing light at the intersection of Hwy 1B and Highland by adding a stop signal that would face north.  He explained he contacted the State Highway Department and was told the request needed to be made by the City of Jonesboro on the owner’s behalf.  Mr. Bare explained the owners are willing to bare the cost for the installation, and Mr. Ernie Peters has been retained to do the design of the lighting at the intersection.  He requested the City make the application on the behalf of the developers.  Mayor Brodell stated he did not have a problem making application on the behalf of the developers as long as it was understood that he personally was not recommending its approval.  Councilman Moore moved, seconded by Councilman Street authorizing the application, following the same procedures as used with the application for Hwy 351, stipulating the petitioners would be responsible of all charges.  All voted aye.

3411 QUAIL RIDGE DRIVE - BERNIE AULD

Mr. Bernie Auld, a Hydrological Engineer with Carter Burgess working on the city’s drainage plan provided an additional alternative (Alternate 4) to the 3411 Quail Ridge Drive drainage problem consisting of taking everything behind the home.    He explained after considering the cost, it was recommended to stay with Alternate 3 as reported in an earlier meeting.  The committee reviewed the history of the area and it was determined that it was a low lot that should not have been built on.  Mr. Auld stated with the new storm-water regulations it will prevent this type of development in the future.  The question was asked if more than one lot would need to be purchased to correct the problem.  Mr. Auld recommended waiting until the appraisals are in before making that determination in an effort to reduce the overall cost.  Councilman Farmer questioned if some individuals would be eligible for FEMA funds.  Mr. Auld stated the area is outside the floodplain zone and therefore would not be eligible for FEMA funds.  The homeowners of 3411 Quail Ridge Drive, Mr. and Mrs. McDaniel, were present at the meeting and stated they did not have flood insurance which was another consideration for FEMA funds.  It was explained that the recommendation for purchasing the home would not be based on the fact that the home flooded, but rather for economical reasons.  Mr. Auld explained the lot itself, prior to filling it in, served as a detention area.  Councilman Farmer explained other houses downstream are in peril now because this low area that served as a detention has been filled in.   He stated he would like the City Attorney to research what ramifications exists regarding the developers who took this low piece of property and turned it into a flood area.  It was determined that an appraisal was needed before making a recommendation to the full council.  Mayor Brodell questioned if it take more than one lot in order to bring it back to its natural state.  Mr. Auld agreed it would take more than one lot.  Discussion followed regarding the proper procedure for selecting an appraiser.  Mayor Brodell stated a list has been developed from RFP’s and recommended Mr. Bob Gibson, who was the appraiser for MATA projects.  Councilman Dover moved, seconded by Councilman Moore to use the same appraiser that was used for the MATA projects.  All voted aye.

REPORTS

Traffic Study - Councilman Street reported Mayor Brodell had begun negotiations and would bring a recommendation to the full committee.

Cell Tower/Billboards - It was reported that the ordinance has been prepared and MAPC would conduct a public hearing prior to bringing it to the full council.

Temporary Electric Hookup - Councilman Street stated a meeting was conducted with the Home Builders Association and everyone seemed to understand with few complaints.

Matthews Street - MATA PROJECT - Discussion was held regarding Franklin Street and problems with getting an easement or permission to clean at ditch.  The clogged ditch is causing erosion problems for some of the other neighbors.  Mr. Martin stated he sent a letter to the property owner requesting permission to clean the ditch, but had not gotten a response back.  He was instructed to check with the City Attorney about what options are available since the property owners have standing in the matter, but the City of Jonesboro does not.

Request for pipe on Culberhouse - Mayor Brodell stated he has not gotten a response back from the Highway Department yet.  Mr. Martin explained they had asked Carter Burgess to inspect the area who recommended the three pipes.  He stated he had spoken with Mr. Sartin who did not want the pipe, and had his attorney send a letter to Phillip stating even though permission was granted to dig the ditch he reserves the right to withdraw his permission.  Mayor Brodell stated the Highway Department wanted verification that that size pipe is what is needed.

With no further business Councilman Street moved, seconded by Councilman Moore to adjourn.  All voted aye.
