CITY COUNCIL MINUTES JULY 5, 1977

 

The Jonesboro City Council met in regular session, Tuesday, July 5, 1977, at 7:30 p.m. in the Municipal Court Room. Present: Mayor, City Attorney, City Clerk, and the following named aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Smith and Shepard.

 

The meeting began with the Pledge of Allegiance and prayer.

 

Mr. Sanderson moved that the minutes of June 20, 1977, be approved as mailed, seconded by Mr. Stricklin with unanimous vote of council.

 

Mr. Minx moved that a Public Hearing be held July 18th at 7:00 p.m. for the purpose of hearing a proposed Act 9 Bond Issue for Wheeler Brick Company. The motion was seconded by Mr. Stricklin. All voted aye.

 

Mr. Shepard offered the following ordinance:

 

AN ORDINANCE PRAYING THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS, TO VACATE AND ABANDON STREET KNOWN AS DANNY DRIVE

 

On motion by Mr. Shepard, seconded by Mr. Sanderson and unanimous vote of council, the rules were suspended and the ordinance placed on 2nd reading.

 

The following ordinance was on 3rd and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE #1434, ARTICLE 2, LICENSING OF AN ELECTRICIAN, CONTRACTOR, ETC., AND FOR OTHER PURPOSES

 

Mr. Stricklin moved that the ordinance be rejected, seconded by Mr. Hannah. All aye.

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE #1434, ARTICLE 2, LICENSING OF ELECTRICIANS, CONTRACTORS, ETC., AND FOR OTHER PURPOSES

 

Mr. Stricklin then moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Park. All voted aye.

 

Petitions were presented to council asking for the condemnation of structures at 1000 and 1002 Cartwright. Mr. Bill Ebbert, property owner, was in attendance and advised that he must bring the houses up to standard or they will be destroyed in 60 days.

 

Mr. Park offered the following resolution:

 

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS, AUTHORIZING THE FILING OF AN APPLICATION FOR THE RENOVATION OF THE COMMUNITY CENTER SWIMMING POOL

 

Mr. Hannah moved for the adoption of the resolution and commended Mr. Lowe and the Commission for their work on renovation plans. The motion was seconded by Mr. Minx and received unanimous vote of council. The resolution was given the number 1977:06.

 

Mr. Hannah, Chairman of the Finance Committee, advised council that it was the committee’s recommendation that an additional $3000.00 be allocated for the Library from Revenue Sharing, and so moved. The motion was seconded by Ms. Haigler. All aye.

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE TO REPEAL ORDINANCE NO. 1554, THE SAME ORDINANCE ESTABLISHING DUTIES OF THE CHIEF OF POLICE RELATIVE TO TRAFFIC CONTROL AND SAFETY IN THE CITY OF JONESBORO, ARKANSAS, AND FOR OTHER PURPOSES

 

Mr. Hannah moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Minx. All voted aye. Mr. Sanderson moved that the rules be further suspended and placed on 3rd reading, seconded by Mr. Hinson. All voted aye. Mr. Sanderson moved for the adoption of the same to include the emergency clause, seconded by Mr. Shepard. All voted aye and the ordinance was given #1584.

 

Mr. Hannah offered the following ordinance:

                     

AN ORDINANCE DESIGNATING THE MAXIMUM SPEED LIMITS ON CERTAIN STREET AND ROADS WITHIN THE LIMITS OF THE CITY OF JONESBORO, ARKANSAS; AND FOR OTHER PURPOSES

 

Mr. Smith moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hinson, with the only descending vote cast by Mr. Sanderson. Mr. Smith moved that the rules be further suspended and the ordinance be placed on third and final reading, seconded by Mr. Hinson. All voted aye except Mr. Sanderson who cast a nay vote. Mr. Smith then moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hinson, with the negative vote cast by Mr. Sanderson. All others voted aye. The ordinance was adopted and given #1585.

 

Mr. Hinson offered the following ordinance:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

Mr. Sanderson moved that U through Z of the ordinance be deleted, with recommendations from the Parking Authority. The motion died for lack of a second. Mr. Park then moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Shelton with Mr. Sanderson casting the only negative vote.

 

The Mayor advised council that more and more citizens are placing trash on the parkways and that he will have cards printed advising citizens of local trash haulers that they can contact for removal.

 

Mr. Hannah moved that Glen Bradley, Director of Craighead County Emergency Services, be contacted and asked for recommendations of areas in Jonesboro needing a warning system, particularly the southwest area of the city, also advise council of cost per unit. The motion was seconded by Mr. Smith and received unanimous vote of council.

 

On motion by Mr. Minx, the City Attorney was directed to draw a proposed ordinance changing the name of Young Road to Stadium Boulevard. The motion was seconded by Mr. Bridger. All voted aye.

 

Mr. Hannah advised council that he had received numerous complaints from citizens concerning unleashed dogs in the city, and suggested that enforcement must be made of the leash law and asked for suggestions from any member of council.

 

There being no further business, council adjourned.
