OCTOBER 11, 1984
The Metropolitan Area Planning Commission met Thursday, October 11, 1984, at 7:30 p.m. in the Council Chambers, 314 West Washington, Jonesboro, Arkansas to consider the following request.
MEMBERS PRESENT: Mr. Cooper, Mr. Ball, Mr. White, Mr. Orr and Mr. Vance.
MEMBERS ABSENT: Mr. Hunt, Mrs. Barber, Mr. Scott and Mr. Blalock.
Others Present: Tim Ray, John Broadaway, Joe Tomlinson, Betty Marlar, and Curt Hodges.
#1 Ben Bush & Bill Rogers request a rezoning from Residential One (R-1) to Residential Three (R-3), the following described property: Tract “A”, a part of the Southwest corner of Section 13, Township 14 North, Range 3 East, containing 4.2 acres more or less. The general location of this property is North of West Matthews Avenue and South of West Washington Avenue.
Many residents with property adjoining this subdivision were present to voice objections to the rezoning, stating the original agreement when the subdivision was platted and zoned, was to leave the present R-1 section as a buffer zone to their property.
The property owner asked that his request be tabled in order to look at other options for the property. Mr. Vance made the motion to table the item. Seconded by Mr. White. All present voting aye. ITEM TABLED.
#2 Max Dacus, Jr., requests a rezoning from Residential One (R-1) to Residential two (R-2), the following described property: Part of the West Half of the Southwest Quarter of Section 13, Township 14 North, Range 3 East, Craighead County, Arkansas containing 0.44 acres more or less. The general location of property is North of West Matthews Ave and East of Freeman Street
This item being in the same vicinity as Item #1, Mr. White made a motion to table this item also, seconded by Mr. Orr. All members present voting aye. ITEM TABLED.
#3 Tommy Rankin requests a zoning classification of Residential Three (R-3). Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the city. The MAPC is asked to prepare a written statement as to what affect the proposed annexation would have one the city accepting said land. The property is described as follows: Part of the South Half of the Northwest Quarter of Section 32, Township 14 North, Range 4 East. The general location of this property is East of State Highway 1-B and South of Mead’s Development Addition.
An error in the legal description of this plat was pointed out and will be corrected. Mr. Ball made a motion to approve the item and recommend to the City Council to look at adjacent property owned by Mr. Rankin in light of proper planning for the city and the possibility of annexing the whole tract. Mr. White seconded the motion. All present voting aye. REQUEST APPROVED
#4 J. C. Hall requests a replat of Lots 1 and 2 of Block A of Brother’s Addition to the City of Jonesboro into Lot l, Hall’s Replat. The general location of this property is South of Johnson Avenue and East of Allis Street.
Mr. Ball made a motion to approve the replat, seconded by Mr. Vance. All present voting aye. REQUEST APPROVED.
#5 Curt Brown requests a zoning classification of Residential Three (R-3). Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the city. The MAPC is asked to prepare a written statement as to what affect the proposed annexation would have on the city accepting said land. The property is described as follows: Part of the Northwest Corner of the Southwest Quarter of Section 27, Township 14 North, Range 4 East. The general location of this property is South of Race Street and East of Richardson Drive.
Maxie Stem who will buy the property contingent upon annexation, stated he will build curb and gutter on the property in compliance with city ordinances. Mr. Vance made a motion to approve the request with a statement to the City Council that the commission believes the best interest of the city would be served if both tracts of land be annexed at the same time. The motion was seconded by Mr. White. All present voting aye. ITEM APPROVED.
#6 David Conrad requests approval of site development plans for an apartment complex to be located on Lot 6, Block C, Spence Subdivision, Jonesboro, Arkansas. The general location of this property is South of Spence Circle and West of South Caraway Road.
Mr. Ball made a motion to approve the request as per attached plan showing curb and gutters and street being built to match the existing part. Mr. Vance seconded the motion. Mr. Cooper, Mr. Ball, Mr. Orr and Mr. Vance voting aye. Mr. White abstained. REQUEST APPROVED.
#7 Mrs. H. D. Mabrey requests preliminary/final approval of plans for Mabrey Acres. A sub-division located on part of the Southeast Quarter, Southwest Quarter of Section 25, Township 14 North, Range 3 East. The development covers 6 acres more or less, zoned R-1 and will have 15 lots. The general location of this property is West of Wood St and South of Joe N Martin Expwy
Mr. White made a motion to approve the request with the following stipulations:
1. Curb and gutter be built on Wood Street.
2. Street elevation not to exceed 10% grade.
3. Drainage structure location be a matter of record.
4. Eliminate brick on the drainage structure and use concrete block.
Mr. Ball seconded the motion. Mr. Cooper, Mr. Ball, Mr. White and Mr. Vance voting aye. Mr. Orr abstained. REQUEST APPROVED.
#8 Robin Nix requests a replat of Block A, Robinwood Subdivision. The general location of this property is East of State Highway 226 and South of Paula Drive.
Mr. Ball made a motion to approve the request contingent upon a corrected plat being submitted with the proper street alignment made. Mr. Vance seconded the motion, Mr. Cooper, Mr. Ball, Mr. Orr and Mr. Vance voting aye. Mr. White abstained. REQUEST APPROVED.
#9 Dr. J. L. Schrantz requests approval of plans for Upperduck Water Addition, a subdivision located on a part of the Southeast Quarter of the Northeast Quarter and Northeast Quarter of the Southeast Quarter, Section 27, Township 14 North, Range 3 East. The general location of this property is West of Robinwood Subdivision and Arkansas State Highway 226.
Mr. White made a motion to give conceptual approval and suggested the streets be built to city standards or the minimum county road standards. Mr. Vance seconded the motion. All members present voting aye. REQUEST APPROVED.
It was stated during discussion of this item that a County Minimum Road Standard Ordinance has been passed by the Quorum Court. The commissioners asked that a copy of this ordinance be obtained and records show it has been adopted by the county.
#10 Larry Ball requests a replat of Lots 1 and 2 of Flint’s Addition to the City of Jonesboro, Arkansas. The general location of this property is North of Burke Avenue and East of South Culberhouse Street.
This replat request was submitted in September. A new drawing has been made. Mr. Vance made a motion to approve the request, seconded by Mr. White, Mr. Cooper, Mr. White, Mr. Orr and Mr. Vance voting aye. Mr. Ball passed. REQUEST APPROVED.
There being no further business, the meeting was adjourned.
