BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
SECTION 1. Traffic control devices or stop lights are hereby established and placed at the intersections of the following streets and avenues: Cate and Burke Avenues and South Main Street, Huntington Avenue and South Main Street, East and West Washington Avenue and South Main Street, East and West Nettleton Avenue and South Main Street.
 
SECTION 2. Every person, firm or corporation, operating any kind of vehicle and every pedestrian shall obey the traffic control devices at each intersection where the same may be installed.
 
SECTION 3. Whenever traffic is controlled by traffic control signals exhibiting the following lights, the said lights shall indicate as follows:
 
(A) Green alone or "Go"
 
1. Vehicular traffic facing the signal may proceed straight through or turn right or left unless a sign at such place prohibits either such turn. But vehicular traffic shall yield the right of way to other vehicles and to pedestrians lawfully within the intersection at the time such signal is exhibited.
 
2. Pedestrians facing the signal may proceed across the roadway within any marked or unmarked crosswalk.
 
(B) Yellow alone or "Caution" when following the green or "Go" signal
 
1. Vehicular traffic facing the signal shall stop before entering the nearest crosswalk at the intersection but if such stop cannot be made in safety a vehicle may be driven cautiously through the intersection.
 
2. Pedestrians facing such signal are thereby advised that there is insufficient time to cross the roadway, and any pedestrian then starting to cross shall yield the right of way to all vehicles.
 
(C) Red alone or "Stop"
 
1. Vehicular traffic facing the signal shall stop before entering the nearest crosswalk at an intersection or at such other point as may be indicated by a clearly visible line and shall remain standing until green or "Go" is shown alone.
 
2. Pedestrians shall observe such signals and shall not proceed across the highway until such time as the green or "Go" signal is exhibited. Vehicles may make right turn against red or "Stop" lights from the proper lane after coming to a complete stop, providing there is no interference with traffic having right of way.
 
SECTION 4. No left turn shall be made by the driver of any vehicle at any intersection at which traffic light or stop lights are herby installed or made at the intersection of East and West Monroe and South Main except at the intersection of East and West Nettleton Avenue and South Main Street at which intersection left turns are permitted. Scheduled City Buses excepted.
 
SECTION 5. Any previous ordinance placing stop signs at any intersection at which stop lights or traffic control devices are herby placed is repealed in so for as such ordinance undertakes to place stop signs at any intersection in which stop lights or traffic control devices are hereby placed.
 
SECTION 6. The Fire Chief and members of the Fire Department are authorized to throw all lights at intersections red for fire emergencies, at which time no vehicle shall proceed into an intersection while the red light is lighted unless otherwise directed by a member of the Fire Department or a member of the Police Department.
 
SECTION 7. Whenever the traffic control devices are not lighted, traffic shall proceed cautiously as through such traffic control devices were not installed in such intersections.
 
SECTION 8. It is found that the installation of traffic control devices make jay-walking more dangerous; no pedestrian shall cross any street within one block of an installed traffic control device except at a marked or unmarked crosswalk marked by visible lines established by the Police Department at some place other than an intersection.
 
SECTION 9. Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not more than twenty-five dollars.
 
SECTION 10. All ordinances and parts of ordinances in conflict herewith are hereby repealed.
 
SECTION 11. Emergency. It is found that a serious traffic hazard exists; that the traffic lights herein provided for are necessary to correct this hazard; that the immediate passage of this ordinance is necessary for the protection of the public peace, health and safety and therefore an emergency is hereby declared to exist, and this ordinance shall be in full force and effect from and after its passage, adoption and publication.
