CITY COUNCIL MINUTES, APRIL 6, 1981

 

The Jonesboro City Council met in regular session, Monday, April 6 at 7:30 P.M. Present, Mayor, City Clerk and all aldermen.

 

The minutes of March 16 were approved as mailed on motion by Mr. Hinson, seconded by Mr. Province and all council voting aye.

 

Permission was granted for placing a mobile home at 4511 E. Highland on motion by Mr. Park, seconded by Mr. Mays. Mr. Minx cast the only dissenting vote.

 

Mr. Haggenmacher moved that permission be granted for placing a mobile home at 201 ½ W. Woodrow. Motion seconded by Mr. Park, all aye except Mr. Minx who passed.

 

Mr. Shelton offered the following resolution:

 

RESOLUTION OF CITY COUNCIL OF JONESBORO, ARKANSAS, AMENDING THE SMALL CITIES PROGRAM NORTH JONESBORO NEIGHBORHOOD STRATEGY AREA

 

Mr. Stricklin moved for the adoption of the resolution, seconded by Mr. Shelton, all aye. The resolution was given the number 1981:02.

 

Mr. Park offered the following resolution:

 

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JONESBORO, ARKANSAS AMENDING CERTAIN POLICIES FOR IMPLEMENTATION OF THE HOUSING REHABILITATION GRAND PROGRAM

 

Mr. Park moved for the adoption of the resolution, seconded by Mr. Shelton Voting aye: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Stricklin, Sanderson, Province, Mays, Haggenmacher. Voting nay: Hannah and Haigler. The resolution was given the number 1981:03.

 

Arlis Johnson, Chairman Parks Commission, discussed with council the Master Plan of Craighead Forrest and after recommending changing the entrance from Old Highway 1 South to Culberhouse, Mr. Minx so moved. Motion seconded by Mr. Hinson and all council voted aye, except Mr. Haggenmacher. The motion should also include changing the caretaker’s living quarters to vicinity of new entrance.

 

After discussion concerning the grant for Craighead Forrest, Mr. Hinson moved that $122,000 be appropriated for Phase1with $20,000.00 being funded by the City. Motion seconded by Mr. Shelton. After further discussion, Mr. Shelton withdrew his second and the motion withdrawn Mr. Hinson. The matter was referred to the Finance Committee for recommendations. 

 

Mr. Park moved that permission be granted for taking bids on building materials for caretaker’s house. Motion seconded by Mr. Hinson, all aye.

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE DESIGNATING CERTAIN RESERVED PARKING SPACES: LIMITING PARKING TIMES IN CERTAIN AREA AND FOR OTHER PURPOSES

 

Ms. Haigler offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

AN ORDINANCE TO AMEND THE FLOOD HAZARD AREAS

 

Mr. Park moved that sealed bids be taken on the Old Nettleton Fire Station, seconded by Mr. Shelton, all aye.

 

Permission was granted for taking bids on slurry seal and scraper rental on motion by Mr. Minx, second by Mr. Bridger.

 

There being no further business, council adjourned.
