Minutes for the City Council meeting on November 2, 1992

APPEAL HEARING - 7:00 p.m. There was an appeal hearing regarding the MAPC decision to disallow the placement of a mobile home located off of N. Patrick on Tulip Lane. Mr. Don Coleman was unable to attend the meeting till a later date.

 

PUBLIC HEARING - 7:20 p.m. A public hearing was held regarding the closing of a dedicated right-of-way located in the Craighead Technical Park. There was no one present who spoke in opposition to the closing.

 

City Council Minutes - November 2, 1992

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, City Attorney and all the Aldermen.

 

The minutes of October 19, 1992, were approved as mailed by motion of Mr. Stricklin, seconded by Mr. Evans. All voted aye.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN THE ZONING BOUNDARIES.

 

Mr. Stricklin moved, seconded by Mr. Nix for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2436.

 

Detective David Allen addressed Council regarding a recommended 15% pay increase not including the cost of living increase for all Police employees. Mr. Hannah responded by stating he had met with Detective Allen for two and half hours regarding this information. Mr. Hannah stated he had thought Detective Allen understood the matter would be addressed before the end of the year. Mayor Brodell stated this information is nothing new and that the Council must consider all employees requests.

 

Mr. Mays offered the following ordinance for the first reading:

 

AN ORDINANCE TO VACATE AND ABANDON AN UNIMPROVED DEDICATED RIGHT OF WAY, IN THE CRAIGHEAD TECHNOLOGY PARK.

 

Mr. Mays moved, seconded by Mr. Stricklin to suspend the rules and place on the second reading. All voted aye. Mr. Stricklin moved, seconded by Mr. Evans to further suspend the rules and place on the third and final reading. All voted aye. Mr. Mays then moved, seconded by Mr. Stricklin for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2437.

 

Mr. Stricklin offered a resolution requesting CWL to install four (4) security lights with underground feed at the Southside Softball Complex. Mr. Evans moved, seconded by Mr. Stricklin for the adoption of the resolution. All voted aye. The resolution was given the number 1992:41

 

Mr. Alec Farmer, representative for the Stadium Blvd. Property Owners Association, spoke in favor of removing the median at Stadium Blvd. Mr. Farmer submitted a petition with 95% of the Stadium Blvd. Residents and business persons who are in favor of the purposed change. Mr. Farmer stated that in the near future the Council will be asked to petition the Arkansas Hwy Dept. for the removal of the median.

 

Under new business Mayor Brodell stated he would be meeting with the Hwy Department regarding a signal on the 63 Bypass.

 

Mr. Hannah stated that Mr. Morgan has researched the cost to remove the radio antenna, and would be asking to waive the bids on this job at the next Council meeting.

 

With no further business the meeting was adjourned.
