CITY COUNCIL MINUTES, OCTOBER 20, 1980

 

The Jonesboro City Council met in regular session, Monday, October 20, 1980, at 7:30 p.m. Present, Mayor, City Clerk, City Attorney, and the only alderman absent was Hinson.

 

The minutes of October 6, 1980, were approved as mailed on motion by Mr. Sanderson, seconded by Mr. Park.

 

Rusty Garner, Forum Director, gave an in-depth report on total operation of the Forum during the last twenty-four months. Council expressed appreciation to Mr. Garner for the work he is doing.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Mays moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Sanderson. All aye, and the ordinance was assigned #1737.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah moved that Mr. Cameron contact the property developers concerning procedures for street improvements. If the matter is not resolved before the next meeting, the ordinance is to be tabled. Motion seconded by Mr. Park and all council voted aye.

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO AMEND NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Sanderson moved that the rules be suspended and the ordinance be placed on 2nd reading, second by Mr. Park, all aye. Mr. Sanderson then moved the rules be further suspended and the ordinance be placed on 3rd reading, seconded by Mr. Shelton, all aye. Mr. Park moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Sanderson, all aye and the ordinance was assigned #1736.

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF: AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the suspension of the rules and places on ordinance on 2nd reading, seconded by Mr. Stricklin, all aye.

 

Ms. Haigler offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY R-2, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

The following bids were reviewed for tire:

 

Fisher Specialty                     $1,689.90

Stokes Tire                     1,784.07

D & B Sales                     1,935.00

Coleman Service                     2,128.07

Firestone                     2,217.94

Proctor Tire                     2,308.67

Crisp’s Exxon                     2,586.01

 

Mr. Shelton moved the low bid from Fisher Specialty be accepted, seconded by Mr. Park, all aye.

 

Ms. Haigler moved that all bids for roof repair at Community Center be rejected, seconded by Mr. Park, all aye.

 

Mr. Shelton moved that permission be granted for placing a mobile home at 204 W. Woodrow. Motion seconded by Mr. Haggenmacher and voting aye were all aldermen present except Mr. Minx and Ms. Haigler.

 

On motion by Mr. Hannah, seconded by Mr. Shelton and unanimous vote of council, the bid of $6,060 for plumbing improvements at Headstart was approved, with funds coming from Capital Improvement fund.

 

Mr. Bridger moved that the City enter into a contract with the State for Street Aid Program. Motion seconded by Mr. Sanderson, all aye.

 

A public hearing was set for November 3, 1980, at 7:30 p.m. for an alley closing.

 

There being no further business, council adjourned.
