AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES: TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND OTHER PURPOSES

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:

 

Section 1: The City Council finds and declares that the condition of traffic is such to endanger the traveling public and pedestrians at certain streets and intersections and that certain traffic control devices are established and placed at and on the following streets and intersections:

 

(A)                     A stop sign to be placed at the intersection of Neely Road and Wood Street, with the traffic on Neely Road to yield to the traffic on Wood Street;

(B)                     A yield sign to be placed at the intersection of Dayton and Brazos with the traffic on Dayton to yield to the traffic on Brazos;

(C)                     A yield sign to be placed at the intersection of Culberhouse and Melton with the traffic on Melton to yield to the traffic on Culberhouse;

(D)                     A yield sign to be placed at the intersection of Culberhouse and Buttry with the traffic on Buttry to yield to the traffic on Culberhouse;

(E)                     Stop sign to be placed at the intersection of College, Culberhouse and Wood, making this a 5-way stop;

(F)                     Stop sign to be placed at the intersection of Church and Cherry, making this a 4-way stop;

(G)                     Stop signs to be placed at the intersection of Washington and Nesbitt making this intersection a 4-way stop;

(H)                     Stop signs to be placed at the intersection of Richmond and Rains, making this intersection a 4-way stop;

(I)                     Stop signs to be placed at the intersection of Bridge and work, making this intersection a 4-way stop;

(J)                     A yield sign to be placed at the intersection of Paula Drive and Covey Road, for the traffic on Paula Drive to yield to the traffic on Covey Road;

(K)                     Stop signs to be placed at the intersection of College and Flint, making this a 4-way stop;

(L)                     Remove stop signs on Watt, and place a yield sign at the intersection of Frisco and Watt, with the traffic on Frisco yielding to the traffic on Watt;

(M)                     Stop sign at the intersection of Word and Labaume making this a 4-way stop;

(N)                     A yield sign at the intersection of Greenbriar and Stroud with the traffic on Greenbriar yielding to the traffic on Stroud;

(O)                     A yield sign at the intersection of Greenbriar and Stroud with the traffic on Greenbriar yielding to the traffic on Stroud;

(P)                     A yield sign at the intersection of Harrisburg Road and Stroud with the traffic on Stroud yielding to the traffic on Harrisburg Road;

(Q)                     A yield sign at the intersection of Greenbriar and Cloverdale, with the traffic on Cloverdale yielding to the traffic on Greenbriar;

(R)                     A yield sign at the intersection of Bermuda and Greenbriar with the traffic on Bermuda yielding to the traffic on Greenbriar;

(S)                     Yield signs at the intersection of Glenwood and Stroud, with traffic on Glenwood yielding to the traffic on Stroud;

(T)                     Stop signs at the intersection of Rosemond and Wood, making this intersection a 3-wa stop;

(U)                     “No Parking” signs on the south side of E. Washington from Main St. to Church St.;

(V)                     “No Parking” on the North side of E. Washington between the entrance and exit to the Citizens Bank Parking lot;

(W)                     “No Parking” anytime signs in front of the Employment Security Division on West Monroe;

(X)                     “No Parking” signs on the west side of Church from E. Nettleton to alley behind the old Strand Theater;

(XX) “No Parking from here to corner” signs placed at the intersection of Madison and W. College on the north side of College and on the east and west sides of Madison;

(Y)                     “No Parking” signs on the west side of Church Street from Jefferson to the telephone company parking lot on the north side of telephone co. building;

(YY)                      “No Parking” signs on both sides of E. Oak Street from Rains to Kitchen;

(Z)                     “No Parking from here to corner” signs on the east side of Allis Street at its intersection with Belt Street; 

(ZZ)                      A “Six Ton Load Limit” signs on Neely Road to cover the entire road:

 

Section 2: The drivers of all vehicles shall obey all traffic control signals per instruction on the face thereof.

 

Section 3: The Chief of Police or some other person designated by him is hereby directed to place and locate upon the above described streets at the proper places, appropriate signs designating traffic control as set out and it shall be unlawful for any person, firm, or corporation to tear down, remove or mutilate such signs or violate the instructions on the face of said signs.

 

Section 4: Every person convicted of a violation of any provision of this ordinance shall be punished by a fine of not more than Fifty Dollars ($50.00).

 

Section 5: All ordinances and/or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict.

 

Section 6: It is found and declared by the City Council of the City of Jonesboro, that increasing traffic congestion and lack of traffic control devices have caused or will cause danger to life and property; this ordinance being necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist and this ordinance shall take effect and be in full force from and after its passage and approval.
