Minutes for the City Council meeting on May 21, 1984

A Public Hearing was held at 6:30 p.m. at the Council Chamber at City Hall on Monday, May 21, 1984 concerning an appeal for rezoning by Ms. Gladis Kissinger.

 

A Public Hearing was held at 7:00 p.m. at the Council Chambers at City Hall on Monday, May 21, 1984 concerning a request to vacate a portion of Primrose Street.

 

A Public Hearing was held at 7:15 p.m. at the Council Chambers at City Hall on Monday, May 21, 1984 concerning a bond issue for Tate Containers.

 

CITY COUNCIL MINUTES - MAY 21, 1984

 

The Jonesboro City Council met in regular session, Monday, May 21, 1984, at 7:30 p.m. Present were City Clerk, City Attorney, and all aldermen. Vice- Mayor Hannah presided in the absence of Mayor Stallings.

 

The minutes of May 7, 1984, were approved on motion by Mr. Sanderson, seconded by Mr. Stricklin. All voted aye.

 

The following ordinance was on 3rd reading: (Motorcycles at Craighead)

 

AN ORDINANCE TO BAN THE OPERATION OF MOTOR VEHICLES IN CRAIGHEAD FOREST PARK EXCEPT ON ROADS AND DESIGNATED AREAS: PRESCRIBING OTHER MATTERS RELATING THERETO AND DECLARING AN EMERGENCY

 

Mr. Stricklin moved, seconded by Mr. Shelton, to adopt the ordinance. All voted aye. The ordinance was given the number 1868.

 

Mr. Shelton offered the following ordinance: (Bond Issue Tate Cont.)

 

AN ORDINANCE AUTHORIZING THE ISSUANCE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS FOR THE PURPOSE OF PROVIDING PERMANENT FINANCING FOR INDUSTRIAL FACILITIES; AUTHORIZING A TRUST INDENTURE SECURING THE BONDS; AUTHORIZING A LEASE AND AGREEMENT BETWEEN THE CITY OF JONESBORO, ARKANSAS, AS LESSOR, AND TATE CONTAINERS OF CONWAY, INC., AS LESSEE; AUTHORIZING THE SALE OF THE BONDS; AUTHORIZING AND PRESCRIBING OTHER MATTERS PERTAINING THERETO; AND DECLARING AN EMERGENCY

 

Mr. Sanderson moved, seconded by Mr. Shelton to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

Mr. Nix moved, seconded by Mr. Park, to further suspend the rules and place the ordinance on 3rd reading. All voted aye.

 

Mr. Park moved, seconded by Mr. Stricklin, to adopt the ordinance. All voted aye. Mr. Park moved, seconded by Mr. Hinson to include the emergency clause. All voted aye. The ordinance was given the number 1869.

 

Captain Bob Smith with the Police Department asked that the City Attorney draw an ordinance to place “No Parking” signs on a portion of Anne Street and also “No Parking” on both sides of College Street between Madison and Flint.

 

Mr. Hinson moved, seconded by Mr. Park, to hold a special election on June 19, 1984 concerning the food tax issue. All voted aye.

 

The following ordinance was on 3rd reading: (C-3 to R-2 Fox Meadow)

 

AN ORDINANCE FOR THE REZONING OF CERTAIN PROPERTY LOCATED IN JONESBORO, CRAIGHEAD COUNTY, ARKANSAS, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.

 

Mr. Nix moved, seconded by Mr. Schaaf, to adopt the ordinance. All voted aye. The ordinance was given the number 1870.

 

The following bids were on review:

84:16 - Police Department Uniforms - Mr. Mays moved, seconded by Mr. Nix to accept low bid meeting the spec. by Martin Southern Uniforms. All voted aye.

84:17 - Electrical materials for Craighead Forest - Mr. Shelton moved, seconded by Mr. Park, to offer the bid to the only bidder, C & I Electric. All voted aye.

 

Mr. Shelton offered the following ordinance: (Annex - Hickory Heights)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading: (R-1 to C-2 - Spurlock Add.)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

The following ordinance was on 3rd reading: (R-1 to I-1 Kiech Add.)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Mays moved, seconded by Mr. Shelton, to adopt the ordinance. All voted aye. The ordinance was given the number 1871.

 

The following ordinance was on 3rd reading: (MAPC plats)

 

AN ORDINANCE TO AMEND ORDINANCE #1425 BEING AN ORDINANCE DESIGNATING CERTAIN SUPERVISORY AND ENFORCEMENT DUTIES OF THE METROPOLITAN AREA PLANNING COMMISSION, PENALTIES FOR VIOLATION THEREOF AND FOR OTHER PURPOSES

 

Mr. Sanderson moved, seconded by Mr. Nix, to adopt the ordinance. All voted aye. The ordinance was given the number 1872.

 

The following ordinance was on 3rd reading: (MAPC fees)

 

AN ORDINANCE TO AMEND ORDINANCE #1488 BEING AN ORDINANCE TO ESTABLISH A FEE SCHEDULE FOR ITEMS SUBMITTED TO THE METROPOLITAN AREA PLANNING COMMISSION

 

Mr. Sanderson moved, seconded by Mr. Shelton, to adopt the ordinance. All voted aye. The ordinance was given the number 1873.

 

The following ordinance was on 3rd reading: (C-3 to R-2 Marlow Add.)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Park moved, seconded by Mr. Shelton, to adopt the ordinance. All voted aye except Mr. Bridger who passed. The ordinance was given the number 1874.

 

The following ordinance was on 3rd reading: (Court costs for Attorney’s fee)

 

AN ORDINANCE LEVYING AN ADDITIONAL ONE DOLLAR ON THE COURT COSTS FOR MISDEMEANOR OR TRAFFIC VIOLATIONS COMMITTED WITHIN THE CORPORATE LIMITS OF THE CITY; AUTHORIZING SAID INCREASED COSTS TO BE USED FOR THE SALARY AND EXPENSES OF THE CITY ATTORNEY’S OFFICE; AND FOR OTHER PURPOSES

 

Mr. Nix moved, seconded by Mr. Stricklin, to adopt the ordinance. All voted aye. The ordinance was given the number 1875.

 

Mr. Stricklin moved, seconded by Mr. Shelton, to rescind the previous lease agreement with McDonald’s Corp. stating that the city did not own the property needed in the lease. All voted aye except Mr. Park, Mr. Hinson, Mr. Bridger, Mr. Schaaf, and Mr. Mays. Motion passed.

 

Mr. Province moved, seconded by Mr. Park, to allow Mr. Ricky Holman to head to Mosquito Control in the absence of Mr. Olson. All voted aye.

 

Mr. Sanderson moved, seconded by Mr. Province, to accept the Mosquito Control Budget of $57,720.00. All voted aye.

 

There being no further business, council adjourned.
