CITY COUNCIL MINUTES, FEBRUARY 15, 1982

 

The Jonesboro City Council met in regular session, Monday, February 15, 1982, at 7:30 P.M. Present, Mayor, City Attorney and all aldermen.

 

The minutes of February 1, 1982, were approved as mailed on motion by Mr. Hannah, seconded by Mr. Johnson, all aye.

 

Mr. Shelton offered the following ordinance:

 

AN ORDINANCE AUTHORIZING THE ISSUANCE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS UNDER ACT NO. 9 OF 1960 AS AMENDED FOR THE PURPOSE OF PROVIDING PERMANENT FINANCING FOR THE COST OF SECURING AND DEVELOPING INDUSTRY (THE PARTICULAR INDUSTRIAL PROJECT IS DESCRIBED IN THE ORDINANCE)

 

Mr. Park moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Stricklin, all aye. Mr. Park then moved the rules be further suspended and the ordinance by placed on 3rd reading, seconded by Mr. Stricklin. Mr. Hannah voted nay and all others voted aye.  Mr. Park then moved for the adoption of the ordinance, seconded by Mr. Stricklin. Mr. Hannah voted nay and all others aye. Mr. Park moved for the adoption of the emergency clause, seconded by Mr. Stricklin. Mr. Hannah voted any, all others aye. The ordinance was given the number 1793.

 

The following bids were reviewed for curb, gutter and sidewalks: (see attached)

Mr. Shelton moved that the low bid meeting the specs be approved, seconded by Mr. Hannah voted nay, all others aye.

 

The following bids were reviewed for concrete pipe: (see attached)

Mr. Hannah moved for the acceptance of the low bid meeting the specs, seconded by Mr. Shelton, all aye.

 

The following bids were reviewed for hot mix: (as attached)

Mr. Shelton moved that the bid from Atlas Asphalt be approved, seconded by Mr. Hannah, all aye.

 

The following bids were reviewed for ready mix concrete: (as attached)

Mr. Shelton moved that the low bid meeting the specs be approved, seconded by Mr. Stricklin, all aye.

 

The following bids were reviewed for sale of surplus city property: (as attached)

Mr. Shelton moved that Mr. Jim Gillis be relieved from his bids, seconded by Mr. Minx.  Mr. Hinson voted nay and all others voted aye.

 

Mr. Hannah moved that the Purchasing Agent contact bidders on item #16, the radio phone to see if they wished their bid to stand or withdraw same, there being some confusion on condition of item. Motion seconded by Mr. Hinson, all aye.

 

Discussion was held on bids received for sale of Ford Tractor. Mr. Hannah moved that the high bid meeting the specs be approved, seconded by Mr. Johnson. Mr. Haggenmacher and Mr. Hinson voted nay and all others voted aye.

 

On item #9, Mo-Trim Mower, Mr. Shelton moved that the City reject all bids on same and retain the mower, seconded by Mr. Stricklin, all aye.

 

On item #8, 1971 Chevrolet Pickup Truck, a tie bid was recorded from Meb Gregg and Robert Sharp. A lottery ticket was drawn by Mr. Park and the bid was awarded to Robert Sharp.

 

Mr. Hannah moved that the high bids on all other property by approved, seconded by Mr. Stricklin, all aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Hannah moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Stricklin, all aye. The ordinance was given the number 1794.

 

Mr. Bob O’Keefe, representing General Energy Developers, spoke to council concerning leasing of land in the industrial park. Mr. Stricklin moved that the Mayor meet with Chamber of Commerce and City Attorney and bring recommendations back to council.

 

Rohnny McDaniel, Jonesboro Police Association representative, spoke concerning establishing procedures for rules and regulations, internal investigations and grievance procedures. No action taken by council.

 

Mr. Hannah advised council that the Senior Citizens Center needed an additional $3,000.00 to get through 1982 and moved that amount be allocated from Capital Improvements Fund. Motion seconded by Mr. Shelton. Mr. Sanderson voted any and all others voted aye.

 

There being no further business, council adjourned.
