PUBLIC HEARING - 6:15 - A public hearing was conducted as requested by Attorney C. M. Mooney who represented Fowler Foods. The hearing was for the purpose of abandoning portions of Main Street and Belmont Street all in the Belmont Addition. No opposition was voiced.                     

 

CITY COUNCIL MINUTES - September 7, 1999

 

The Jonesboro City Council met Monday, September 7, 1999, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk, Donna K. Jackson, City Attorney Phillip Crego and 11 council members. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Rega was unable to attend.

 

Councilman Roddy moved, seconded by Councilman Perrin for approval of the minutes from August 16, 1999, as delivered. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy.

 

Mayor Brodell presented a proclamation declaring October 30, 1999, as "Trick or Treat Day" at Indian Stadium located on the campus of Arkansas State University. Children from ages two to twelve who come dressed in costume will be admitted free and allowed to trick or treat inside the stadium.

 

Councilman Young offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Ruben Griffin)

 

Councilman Perrin moved, seconded by Councilman Young to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Kelton to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned number 3159.

 

Councilman Province offered the following ordinance for first reading:

 

AN ORDINANCE TO ABANDON PORTIONS OF MAIN STREET IN THE BELMONT ADDITION (Fowler Foods)

 

Councilman Young moved, seconded by Councilman Roddy to suspend with the reading of the ordinance in its entirety and read by title only. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Tate moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Moore to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Perrin for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned number 3160.

 

Councilman Young offered the following ordinance for first reading:

A voice vote was taken resulting in all members voting aye with the exception of Councilman Tate who abstained from voting. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. Councilman Perrin moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye with the exception of Councilman Tate who abstained from voting. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned number 3161.

 

Councilman Perrin moved, seconded by Councilman Copeland for the adoption of a resolution setting a public hearing for 6:20 p.m. on September 20, 1999, for the purpose of vacating an un-named street, west of Mead Drive next to Parker Road. The hearing was requested by Mr. James Mead. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 1999:37.

 

Councilman Tate moved, seconded by Councilman Perrin for the adoption of a resolution requesting the following traffic signs:

Councilman Young moved, seconded by Councilman Crockett approving the reappointment of Jo Ann Cooper to the Craighead County Jonesboro Public Library Board of Trustees, with an expiration date of January 1, 2004. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy.

 

Under new business, Councilman Young moved, seconded by Councilman Moore for the adoption of a resolution requesting City Water and Light to provide access to the Pythias Cemetery. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 1999:39.

 

With no further business, the meeting was adjourned.
