WHEREAS, parties claiming to be the owners of a majority in assessed value of the property located within the territory hereafter described have filed a petition praying that an improvement district be established for the purpose hereinafter set out pursuant to Arkansas Code Annotated Section 14-322-100 et seq; and WHEREAS, after due notice as required by law, the City Council of the City of Jonesboro has heard all parties desiring to be heard, and has ascertained that said petition was signed by a majority of the owners of real property within said territory (based upon the assessed value of the property);
 
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas:
 
SECTION 1: There is hereby established an improvement district for the purpose of improving the roadway within the city limits of the City of Jonesboro, Craighead County, Arkansas, upon the following described property: A portion of Casey Springs Road beginning at the intersection of Casey Springs Road and Wood Springs Road, thence north and west on Casey Springs Road, to a point which is approximately 372 feet east of the intersection of Casey Springs Road and Tall Birch Road.  The easternmost point of the improvement district shall be the western edge of the Lamkin property. The portion of the road included in this improvement district may also be described as follows, to wit: Begin at the intersection of Tall Birch Road and Casey Springs Road, thence east on the section line approximately 372 feet to the western edge of the Lamkin property for the point of beginning proper (which road is on the section line between Sections 22 and 27, Township 14 North, Range 3 East), thence in a southerly direction approximately 1/8th mile, thence easterly approximately ½ mile, thence easterly approximately ½ mile, thence southerly on the quarter section line to the intersection of Casey Springs Road and Wood Springs Road.
 
SECTION 2: That the real property included in the description set forth below shall be included in the improvement district and shall be assessed according to law.  The boundaries of the improvement district shall be as follows, to wit: A part of Jonesboro, Craighead County, Arkansas, more particularly described as follows: Begin at the Southwest corner of the Southeast Quarter of the Southeast Quarter of Section 22, Township 14 North, Range 3 East; thence North 208.71 feet; thence East 208.71 feet, thence South 208.71 feet to the section line between said Section 22 and Section 27, Township 14 North, Range 3 East; thence along the section line of Section 27 to the Northeast corner of said Section 27; thence continue East along the section line of Section 26, Township 14 North, Range 3 East to the Northeast corner of the Northwest Quarter of said Section 26; thence South along the Eastern boundary of the Northwest Quarter of said Section 26 to the centerline of Arkansas Highway No. 226 (a/k/a Woodsprings Road): thence in a Southwesterly direction along said centerline of Highway 226 (a/k/a Woodsprings Road) to the intersection of the center lines of Woodsprings  Road and Casey Springs Road which is a point North 0` 08' East 154.8 feet from the Southeast corner of the Southwest Quarter of the Northwest Quarter of Section 26, Township 14 North, Range 3 East; thence South 49` 59' West 252.4 feet along the center line of Highway 226 (a/k/a Woodsprings Road); thence South 87`52' West 477 feet along said center line; thence North 0`13' East 300 feet; thence  North 88`44' East to a point which is the Western boundary of the Northwest Quarter of Section 26, Township 14 North, Range 3 East; thence North along the same Western boundary to the Southern boundary of Lot 2 of Shae Village Subdivision, minor plat as recorded of Craighead County, Arkansas; thence South 88`50' West along the Southern boundary of Lot 2 of Shae Village Sub- division to the Southwestern corner of said Lot 2 which point is 665.44 feet West of the Southeastern corner of said Lot 2; thence North 68.94 feet as shown on said plat; thence South 89`15' West 210.0 as shown on said plat; thence North 420 feet as shown on said plat to the North line of the Southwest Quarter of the Northwest Quarter of said Section 26 which is the Southern boundary of King Subdivision of part of the Northwest Quarter of the Northwest Quarter of said Section 26 as shown by plat filed of record in Plat Book 123 at page 188; thence West along said Southern boundary of King Subdivision to the Southwest corner of the Northwest Quarter of the Northwest Quarter of said Section 26; thence North 89`56' 57" West 1320.42 feet along the Northern boundary of the South Half of the Northeast Quarter of said Section 27, which line is the Northernmost Line of Upper Duckswater Subdivision as shown by plat filed of record in Plat Cabinet A at page 169 to a point which is shown as the Northwestern corner of Lot 19 of  Upper Duckswater Subdivision; thence North 511.4 feet to a pipe; thence North 560 feet; thence West 140 feet; thence North 239 feet to the Southern boundary of Casey Springs Road; thence due North across Casey Springs Road to the Northern boundary of Casey Springs Road; thence East along the Northern boundary of Casey Springs Road to the point of beginning.  This property description includes the property which is contiguous to Casey Springs Road from the intersection of Casey Springs Road and Arkansas Highway 226 (a/k/a Woodsprings Road) to the North and West a distance of approximately 4680 feet along Casey Springs Road to a point approximately 372 feet east of the intersection of Casey Springs Road and Tall Birch Road.
 
SECTION 3: This district shall be known as Casey Springs Road Improvement District No. 3.
 
SECTION 4: That Woody Harrelson, Jackie James and Randy Stevens shall be and are hereby named commissioners, who shall compose the Board of Improvement for said District.
 
SECTION 5: This Ordinance shall take effect and be in force from and after its passage.
