CITY COUNCIL MINUTES DECEMBER 3, 1979

 

The Jonesboro City Council met in regular session, Monday, December 3, 1979, at 7:30 p.m. Present were Mayor, City Attorney, City Clerk, and the following named aldermen: Park, Hinson, Shelton, Bridger, Minx, Hannah, Haigler, Province, Mays and Haggenmacher. Absent: Mr. Sanderson.

 

Council heard an appeal from Mr. Jearl Bishop concerning a decision from the Board of Zoning Adjustment. Mr. Tomlinson made his presentation and the council reviewed the minutes of meeting and proposed drawing on construction. Mr. Minx moved that the matter be referred back to the Board of Zoning adjustment to prove hardship. The motion was seconded by Mr. Bridger and all council voted aye.

 

The minutes of November 19, were corrected by showing Mr. Mays voting nay to the proposed ambulance service for the City of Jonesboro, Mr. Park then moved that the minutes be approved as amended, seconded by Mr. Hinson. All voted aye.

 

Mr. Barry Rougeau presented to council a detailed proposal for increased use of bicycles in the City. Mrs. Park moved that the proposal be referred to the Parks and Recreation Commission for further study and recommendations. The motion was seconded by Mr. Shelton. All voted aye.

 

The following bids were reviewed on Police Vehicles:

 

O’Neal Ford                     $12,482.00

Comer Chevrolet                     12,805.16

Central Chevrolet                     12,900.00

Thomasson Buick                     13,432.72

Aycock Pontiac                     13,838.00

 

Mr. Stricklin moved that the bid from O’Neal Ford be approved, seconded by Mr. Hannah. All voted aye.

 

The following bids were reviewed for sale of grass fire truck:

 

Philadelphia Fire Dept                     $1,252.00

Tommy Gibson                     500.00

 

After discussion on the matter, Mr. Stricklin moved that the fire truck be given to the Parks & Recreation Department, seconded by Mr. Park. All voted aye.

 

The following bid was received for sale of used bulldozer:

 

Robert Rees                     $9,251.00

 

On recommendation of Mr. Cameron, Mr. Minx moved that the bid be rejected and the low bid from Little Rock Road be approved for $76,128. The motion was seconded by Mr. Park. All voted aye.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO CONDEMN A HOME LOCATED AT 1720 ARCH STREET; TO IMPOSE A LIEN UPON SAID PROPERTY AND TO REMOVE SUCH STRUCTURE FROM SAID PROPERTY AND FOR OTHER PURPOSES

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO AMEND SECTION 5-11 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, INCREASING BUILDING PERMIT FEES, AND FOR OTHER PURPOSES

 

Mr. Hinson offered the following ordinance:

 

AN ORDINANCE TO AMEND SECTION 8-8 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS; THE SAME DEALING WITH FEES TO BE CHARGED FOR ELECTRICAL INSPECTIONS BY THE CITY OF JONESBORO, ARKANSAS

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE TO AMEND SECTION 11-8 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS; THE SAME DEALING WITH FEES TO BE CHARGED FOR PLUMBING INSPECTIONS BY THE CITY OF JONESBORO, ARKANSAS

 

Ms. Haigler offered the following ordinance:

 

AN ORDINANCE TO AMEND SECTION 10-11 OF THE CODE OF ORDINANCES FOR THE CITY OF JONESBORO, ARKANSAS; INCREASING THE MONTHLY GARBAGE FEE FOR RESIDENTIAL UNITS (SINGLE FAMILY DWELLINGS AND MULTIFAMILY DWELLINGS) AND FOR OTHER PURPOSES

 

Mr. Shelton moved that an ordinance be drawn to place stop signs on Bittle Street at Forrest Home Road, making this a four-way stop and on recommendation of Traffic Safety Officer, a 20 MPH speed zone on Dupwe from W. Nettleton, south to Rosemond. The motion was seconded by Mr. Haggenmacher. All voted aye.

 

Mr. Hannah requested that recommendations be made concerning parking around the Craighead County Court House.

 

Ms. Haigler moved that #2835 be transferred from Capital Improvements for operation expense of the Justice Complex for the month of December. Mr. Hannah seconded and all council voted aye.
