The City Council of the City of Jonesboro met in regular session in City Hall, Monday night, January 21, 1974, at 7:00 p.m. There were present: Pierce, Park, Dr. Bowers, Hannah, Stricklin, Minx, Smith, Bowers, Goforth, Johnson, Bridger and Ward.

 

The bills from the Gas Co. were discussed and the Mayor was requested to call the Company and ask about their billing practice, how citizens can get a refund that have overpaid and why some citizens’ bills have doubled.

 

Attorney Olan Parker, representing Jonesboro Cable TV, requested permission to increase the rate per month from $4.95 to $6.00 and the cost of an additional drop from $.50 to $1.00 per month. After much discussion between the Council and the TV Company, Dr. Bowers moved with Mr. Pierce seconding the motion that the request be tabled for 1 year. On calling the roll, voting aye: Pierce, Park, Dr. Bowers, Hannah, Minx, Smith, Bowers and Johnson. Voting nay, stating that they thought 1 year was too long were Stricklin, Goforth, Bridger and Ward. Motion carried.

 

Mr. Ward offered Housing Code ordinance for its 1st reading.

 

Mr. Park offered Gas Code ordinance for its 1st reading.

 

Mr. Pierce offered the Building Code ordinance for its 1st reading.

 

Mr. Bowers offered a zoning amendment ordinance for its 1st reading.

 

A request was made by Barbara Houston to place bus benches in several places in the city. Mr. Park moved with Mr. Smith seconding the motion that permission be granted with the stipulation that the building inspector approves the locations. All members voted aye and the motion carried.

 

The annexation ordinance of Briarwood 4th was on 3rd and final reading.

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT DATED OCTOBER 1; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4 DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Pierce moved with Mr. Ward seconding the motion that the ordinance be adopted. All aye and motion carried. Motion by Ward, seconded by Park, to adopt the emergency clause passed unanimously. The ordinance was given the number 1388.

 

P&H was the low bidder on asphalt and Mr. Smith moved with Mr. Goforth seconding the motion that the bid be accepted. All aye and the motion carried.

 

Mr. Ward offered an ordinance designating 15 MPH in North Acres complex for its 1st reading.

 

Mr. Ward offered an ordinance to place STOP signs at Pine and Warren for its 1st reading.

 

Mr. Stricklin moved with Mr. Bowers seconding the motion that a special election on a warning system be held and the date be set for February 26, 1974. All voted aye and motion carried.

 

Mr. Johnson offered a resolution referring auto tags to the vote of the people. He moved for its adoption with Mr. Hannah seconding the motion. Voting aye: Pierce, Dr. Bowers, Stricklin, Minx, Bowers, Johnson, Bridger and Ward. Voting nay: Park, Hannah, Smith and Goforth. Motion carried.

 

RESOLUTION TO REFER FUTURE MUNICIPAL MOTOR VEHICLE TAX TO THE RESIDENTS OF THE CITY OF JONESBORO FOR THEIR APPROVAL OR DISAPPROVAL BY VOTE

 

The resolution was given the number 1974:01.

 

Mr. Minx moved with Ms. Smith seconding the motion that the budget for 1974 be approved. All voted aye and motion carried.

 

Mr. Ward moved with Mr. Smith seconding that bills as okayed by the Finance Committee be paid. All aye and motion carried.

 

The City Attorney was authorized to condemn 3 pieces of property on Young St.

 

No further business, Council voted unanimously to adjourn.
