CITY COUNCIL MINUTES - JULY 18, 1988

 

The Jonesboro City Council met at 7:30 p.m. Present were Mayor, City Clerk and all Aldermen with the exception of Mr. Evans. The City Attorney was absent.

 

The minutes of July 5, 1988, were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Park. All voted aye.

 

The following ordinance was on third reading and read by the Clerk:

 

AN ORDINANCE TO VACATE A FIFTEEN FOOT ALLEY RUNNING NORTH AND SOUTH BETWEEN ALLEN AND GORDON STREETS BEING BOUNDED ON THE WEST BY LABAUME AND ON THE EAST BY MILLER

 

Mr. Hannah moved, seconded by Mr. Mays that the ordinance be amended to provide the City of Jonesboro be granted easement rights. All voted aye. Mr. Sanderson moved, seconded by Mr. Hinson that the ordinance be adopted, as amended, with the emergency clause. All voted aye. The ordinance was given the number 2134.

 

Mr. Stricklin moved, seconded by Mr. Mays to appoint Doug Davis to the Parks and Recreation Commission to replace Clay Gott with term to expire 12/88. All voted aye.

 

The following ordinance was on third reading:

 

AN ORDINANCE TO CONDEMN STRUCTURES LOCATED AT 3809 STEVENS, 317 W, WOODROW, 2414 BOYDSTON, 4108 RACE, 500 BLOCK OF HOUSTON

 

Mr. Roger Moore has purchased the property owned by Mercantile Bank. Owners have 30 days to raze the structures or commence repairs to bring the building into compliance with city codes and make structural improvements. Mr. Hannah moved, seconded by Mr. Bridger to adopt the ordinance with the emergency clause. The ordinance was given the number 2135.

 

The Mayor introduced Mr. Mel Brown, who has been hired as Code Enforcement Officer for Grass, Weeds and Automobiles.

 

The Mayor complimented the Police Department and noted the comparative report of 1987 and 1988 and improvements accomplished in the department.

 

The Mayor stated the expanded Mosquito Control Program is paying off as results of aerial spraying and treatment of rice fields reflect in a comparative report to 1987 and the drought year of 1980.

 

Mr. Park offered a resolution asking the Craighead County Quorum Court to acquire land for a new jail and commence with construction as quickly as possible. Mr. Park moved, seconded by Mr. Shelton to adopt the resolution. All voted aye. The resolution was given the number 1988-25.

 

Mr. Stricklin reported that the number of persons utilizing Craighead Forest Park has more than doubled in the past 4 years. A recent study indicated an average of 584 vehicles enter the park daily, compared to 262 daily in 1984.

 

Mr. Stricklin offered a resolution that the Mayor’s secretary write a letter to the AHTD requesting that the place the proposed signalization improvements at the intersection of Culberhouse and SW Drive a priority during the 1989 fiscal year stating unanimous support by the Mayor and Council. Mr. Stricklin moved, seconded by Mr. Bridger for the adoption of the resolution with the emergency clause. All voted aye. The resolution was given the number 1988-26.
