Minutes for the City Council meeting on November 4, 1996

PUBLIC HEARING - 6:15 P.M. - A public hearing was conducted for the purpose of vacating the alley running west of Baker Street into the east 45 feet of Lot 5, Block 2, of Morse Addition. The public hearing was requested by Mr. and Mrs. James Lackey, and no opposition was voiced regarding the alley abandonment.

 

CITY COUNCIL MINUTES - November 4, 1996

 

The Jonesboro City Council met Monday, November 4, 1996, at 6:30 p.m. A full quorum was in attendance. Present were: City Attorney; Phillip Crego, and 11 council members. Those members were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. Mayor, Hubert Brodell, and City Clerk, Donna Jackson were both absent due to illness. Vice Mayor, Gary Harpole presided in the absence of the Mayor and Mr. Brian Wadley recorded the meeting for City Clerk, Donna Jackson.

 

The minutes of October 21, 1996, were approved as delivered by Councilman Rega and seconded by Councilman Perrin. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole.

 

Mr. John Edwards from the Chamber of Commerce addressed Council regarding the annual “Lights On The Ridge” lighting contest. Mr. Edwards explained the Chamber wished to make the contest more inclusive this year. He requested each council member to provide at least three names to serve as judge of their ward and asked the names be provided by the end of November if not sooner.

 

The following ordinance was on the third reading:

 

ORDINANCE TO VACATE A 120.0' DRAINAGE EASEMENT AND A 146.6' UTILITY EASEMENT ON LOT 6, PARDEW NORTH ADDITION (GUY PARDEW & LAN METZ/ ED STEPP)

 

Councilman Vance moved, seconded by Councilman Tate to table the following ordinance until the next council meeting on November 18, 1996, so utility easement could be secured. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole.

 

The following ordinance was on the second reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (Dennis Zolper/Beltz/Burrow II)

 

No discussion was held, and no further action taken.

 

The following ordinance was on the third reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-3) AND COMMERCIAL (C-3). (W. C. Sloan Jr./C.M. Mooney, Sr.)

 

Councilman Tate moved, seconded by Councilman Perrin for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. The ordinance was given the number 2731.

 

Councilman Vance offered the following ordinance for the first reading:

 

ORDINANCE TO VACATE THE ALLEY RUNNING WEST OF BAKER STREET INTO THE EAST 45 FEET OF LOT 5, BLOCK 2, OF MORSE’S ADDITION (James & Mary Lackey)

 

Councilman Vance moved, seconded by Councilman Roddy to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. No further action was taken.

 

Councilman Wise offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (ST. BERNARD’S VILLAGE/SKIP SMITH)

 

Councilman Tate moved, seconded by Councilman Perrin to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye, with the exception of Councilman Rega who abstained from voting because of his employment with Sharp, Inc. (A division of St. Bernard’s Hospital). Those members voting aye were: Vance, Wise, Province, Hannah, Young, Tate, Kelton, Roddy, Perrin, and Harpole. Councilman Wise moved, seconded by Councilman Vance to suspend the rules and place on the third reading. A voice vote was taken resulting in all council members voting aye, with the exception of Councilman Rega. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Tate, Kelton, Roddy, Perrin, and Harpole. Councilman Young moved, seconded by Councilman Vance for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye, with the exception of Councilman Rega. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Tate, Kelton, Roddy, Perrin, and Harpole. The ordinance was given the number 2732.

 

Councilman Perrin offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 2703, AMENDING THE COST FOR BRIDGE PANELS FROM CHOCTAW, INC. BY $11,421.36.

 

Councilman Perrin moved, seconded by Councilman Young to suspend the rules and place on the second reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. Councilman Young moved, seconded by Councilman Vance to suspend the rules and place on the third reading. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. Councilman Young moved, seconded by Councilman Vance for the adoption of the ordinance. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Tate, Kelton, Roddy, Perrin, and Harpole. The ordinance was given the number 2733.

 

Councilman Vance offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND CHAPTER SIX OF THE JONESBORO CODE OF ORDINANCES PROVIDING THAT ANIMAL CONTROL OFFICERS ASSUME THE PRINCIPAL RESPONSIBILITY FOR ANIMALS; AMENDING THE AGE FOR DOGS BEING KEPT OVER FIVE, AMENDING THE DATE WITHIN WHICH A VACCINATION IS REQUIRED FOR ANIMALS AND FOR OTHER PURPOSES.

 

No other action was taken regarding this ordinance.

 

Councilman Perrin moved, seconded by Councilman Rega to refer traffic resolutions to the MATA Committee. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole.

 

Under new business, Councilman Tate offered a resolution authorizing the sale of property known as the Justice Complex Parking Lot. Councilman Rega moved, seconded by Councilman Kelton for the adoption of the resolution. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. The resolution was given the number 1996:52.

 

Councilman Perrin offered a resolution authorizing the sale of property known as Lot 1 of Jonesboro Industrial Mini-Park. Councilman Young moved, seconded by Councilman Perrin for the adoption of the resolution. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Province, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. The resolution was given the number 1996:53.

 

With no further business, the meeting was adjourned.
