CITY COUNCIL MINUTES, MAY 7, 1984

 

The Jonesboro City Council met in regular session, Monday, May 7, 1984, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney and all aldermen.

 

The minutes of April 16, 1984, and April 23, 1984, were approved on motion by Mr. Stricklin, seconded by Mr. Shelton. All voted aye.

 

The following ordinance was on 2nd reading: (Motorcycles at Craighead Forest)

 

AN ORDINANCE TO BAN THE OPERATION OF MOTOR VEHICLES IN CRAIGHEAD FOREST PARK EXCEPT ON ROADS AND DESIGNATED AREAS; PRESCRIBING OTHER MATTERS RELATING THERETO AND DECLARING AN EMERGENCY

 

Mr. Gary A Wells, a landfill committee member, presented a report made by his committee addressing the problem of barrel removal at the city landfill. A copy of the report was filed with the city clerk and may be reviewed at City Hall.

 

Mr. Hannah moved, seconded by Mr. Stricklin, to appoint the following names to the Landfill Commission: Gary Wells, Irwin Becnel, Ron Bowen, Ron Carmack, Herb Sanderson. All voted aye. Motion passed.

 

After a discussion by landowners and the council, Mr. Park moved, seconded by Mr. Stricklin, to approve plans by McDonald’s Corp. to use city right-of-way on underdeveloped South Main. The motion included that the McDonald’s Corp. (Mr. Robards) met with Judy Henson to draft a lease for $1.00 per year so that the city will be released from all liability and will be able to revoke the lease as needed. All voted aye except Mr. Nix, Mr. Province, Mr. Sanderson, and Mr. Hinson. Motion passed.

 

Mr. Park moved, seconded by Mr. Shelton, to hold a public hearing on May 21, 1984, at 6:30 p. m. at City Hall concerning a rezoning appeal on property owned by Gladis Kissinger. All voted aye.

 

Mr. Shelton moved, seconded by Mr. Stricklin to hold a public hearing on May 21, 1984, at 7:00 p.m. at City Hall concerning a street closing - Primrose Street. All voted aye.

 

Mr. Mays moved, seconded by Mr. Nix, to grant placement of house trailers at 216 Vine Street and 509 Labaume. All voted aye.

 

Mr. Grover Gent asked that the Council set an election date concerning the 1% food tax issue without delay. Mayor Stallings asked that the Advertising Committee meet and report to the next Council meeting with a recommendation of when the election should be held.

 

The following bids were on review:

 

84:09                      Craighead Forest Park project: Mr. Sanderson moved, seconded by Mr. Shelton to split the plumbing section and sward N. O. Nelson Company $7,615.45 and Bowles & Edens Company $2,639.00. All voted aye.

 

Mr. Shelton moved, seconded by Mr. Bridger, to award the bid for building Materials to Lowe’s for $3,695.30. All voted aye.

 

Mr. Park moved, seconded by Mr. Shelton, to award the bid for concrete materials to Nettleton Concrete for the amount of $4,640.63. All voted aye.

 

Mr. Park moved, seconded by Mr. Shelton, to rebid the section on Electrical materials. All voted aye. Mr. Hinson moved, seconded by Mr. Schaaf, to award the bid for septic tanks to Ark. Concrete Works for $675.00. All voted aye.

 

Mr. Park moved, seconded by Mr. Schaaf, to award the bid for metal doors to Barton’s of Jonesboro for the amount of $336.00. All voted aye.

 

Mr. Hinson moved, seconded by Mr. Park, to award the bid for asphalt to Atlas Asphalt. All voted aye.

 

Mr. Park moved, seconded by Mr. Bridger, to award the bid for 16' Chain link fence to N. E. Ark. Fence Company for the amount of $2,095.00. All voted aye.

 

Mr. Hinson moved, seconded by Mr. Bridger, to award the bid for heavy weight fence to Dacus Fence Co. for the amount of $6.786.00. All voted aye.

 

Mr. Park moved, seconded by Mr. Schaaf, to award the bid for 18" pipe culvert to Jonesboro Concrete Pipe for the amount of $310.00. All voted aye.

 

Mr. Park moved, seconded by Mr. Stricklin, to award the bid for 2x6's and 2x10's to Barton’s for the amount of $660.00. All voted aye.

 

Mr. Province offered the following ordinance: (C-3 to R-2 - North of Fox Meadow Lane)

 

AN ORDINANCE FOR THE REZONING OF CERTAIN PROPERTY LOCATED IN JONESBORO, CRAIGHEAD COUNTY, ARKANSAS, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Nix moved, seconded by Mr. Schaaf, to suspend the rules and place the rules and place the ordinance on 2nd reading. All voted aye.

 

Mr. Shelton offered the following ordinance: (R-2 to I-1 Earl Kiech Add.)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Mays moved, seconded by Mr. Stricklin, to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

The following bids were on review:

 

84:10                     Thermoplastic Materials- Mr. Nix moved, seconded by Mr. Sanderson to purchase materials from Ferro Co, for low bid meeting specs. All voted aye.

84:11                     Asphalt - Mr. Nix moved, seconded by Mr. Park, to award the bid to Atlas Asphalt. All voted aye.

84:12                     Mr. Shelton moved, seconded by Mr. Schaaf to award the bid of Concrete culverts to Jonesboro Concrete Pipe Co. All voted aye.

84:13                     Crushed Stone - Mr. Park moved, seconded by Mr. Nix, to award the bid to Black Rock Sand & Gravel excluding the Rip-Rap which was awarded to St. Francis Materials. All voted aye.

84:14                     Curb, Gutter & Sidewalk - No bids were received.

84:15                     Police Car - Mr. Shelton moved, seconded by Mr. Hannah, to purchase the police car from Central Chevrolet. All voted aye.

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE LEVYING AN ADDITIONAL ONE DOLLAR ON THE COURT COSTS FOR MISDEMEANOR OR TRAFFIC VIOLATIONS COMMITTED WITHIN THE CORPORATE LIMITS OF THE CITY; AUTHORIZING SAID INCREASED COSTS TO BE USED FOR THE SALARY AND EXPENSES OF THE CITY ATTORNEY’S OFFICE; AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Shelton, to suspend the rules and place the ordinance on 2nd reading. All voted aye.

 

Mr. Hannah offered the following ordinance: (R-1 to C-2 Spurlock Add.)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading: (C-3 to C-2 Marlow Acres)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

AN ORDINANCE TO AMEND ORDINANCE #1488 BEING AN ORDINANCE TO ESTABLISH A FEE SCHEDULE FOR ITEMS SUBMITTED TO THE METROPOLITAN AREA PLANNING COMMISSION

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Stricklin, to adopt the ordinance. All voted aye. The ordinance was numbered 1867.

 

An ordinance to rezone property in the Meadowbrook Addition was on third reading but Mr. Hinson moved, seconded by Mr. Shelton, to table the ordinance and send the request back to the MAPC for further study. All voted aye.

 

There being no further business, council adjourned.
