CITY COUNCIL MINUTES, NOVEMBER 3, 1980

 

The Jonesboro City Council met in regular session, Monday, November 3, 1980, at 7:30 p.m. Present, Mayor, City Attorney, City Clerk and all aldermen.

 

The minutes of October 20, 1980, were approved as mailed on motion by Mr. Park, seconded by Mr. Stricklin and all council voting aye.

 

Mr. Bridger offered the following resolution:

 

A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF JONESBORO TO MATCH STATE AID CITY STREET FUNDS FOR THE ASPHALTIC CONCRETE HOT MIX (TYPE 111) OVERLAY OF SELECTED STREET SECTIONS

 

The resolution was unanimously approved on motion by Ms. Haigler, seconded by Mr. Minx. The resolution was given the number 1980:12.

 

Mr. Jim Lyons represented citizens in opposition to closing Craighead Lake to boating. Mr. Lyons was advised that the proper meeting to discuss the opposition would be the following Monday night at the Parks and Recreation meeting.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKASNAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY R-3, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Minx moved that the ordinance be tabled until property owners sign an agreement concerning street repairs. Motion seconded by Ms. Haigler and all council voted aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE PROVIDING FOR CERTAIN TRAFFIC CONTROL DEVICES: PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

Mr. Stricklin moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Bridger, all aye. The ordinance was given the number 1738.

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE CLOSING THE EAST-WEST ALLEY IN THE 1300 BLOCK WEST OF MAIN STREET BOUNDED BY MATTHEWS, PURYEAR, JEFFERSON AND FLOYD

 

The following ordinance was on 2nd reading:

Mr. Sanderson offered the following ordinance:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

Mr. Sanderson offered the following resolution:

 

RESOLUTION TO LEVY A TAX ON ALL REAL AND PERSONAL PROPERTY WITHIN THE CITY OF JONESBORO FOR THE YEAR 1981 IN ORDER TO CARRY ON THE GOVERNMENT OF THE CITY OF JONESBORO

 

Mr. Sanderson moved for the adoption of the resolution, seconded by Mr. Park. The resolution was given the number 1980:13.

 

Mr. Province offered the following resolution:

 

RESOLUTION TO LEVY TAXES ON ALL REAL AND PERSONAL PROPERTY FOR A PUBLIC CITY LIBRARY TAX

 

Mr. Sanderson moved for the adoption of the resolution, seconded by Mr. Park, all aye. The resolution was given the number 1980:14.

 

Mr. Stricklin offered the following resolution:

 

RESOLUTION TO LEVY A TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE FIREMEN’S PENSION AND RELIEF FUND

 

Mr. Stricklin moved for the adoption of the resolution, seconded by Mr. Province, all aye. The resolution was given the number 1980:15.

 

Mr. Stricklin offered the following resolution:

 

RESOLUTION TO LEVY A TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE POLICEMEN’S PENSION AND RELIEF FUND

 

Mr. Hinson moved for the adoption of same, seconded by Mr. Stricklin, all aye. The resolution was given the number 1980:16.

 

The following bids were reviewed for street overlays:

 

Atlas Asphalt                     $91,684.65

Asphalt Products                     122,599.25

 

Mr. Bridger moved that the bid from Atlas Asphalt be approved, seconded by Mr. Minx, all aye.

 

The following bids were reviewed for grave openings:

 

Allen Smithee                     $85.00 (Sat., Sun, Holidays)

                     70.00 (Mon. thru Fri.)

Jonesboro Memorial                     100.00 (Sat., Sun., and Holidays)

                     85.00 (Mon. thru Fri.)

 

Mr. Sanderson moved that the matter be tabled. The motion received no second.

 

Ms. Haigler moved that the low bid from Allen Smithee be approved, seconded by Mr. Park. Voting aye: Park, Sanderson, Hinson, Bridger, Minx, Hannah, Haigler, Mays and Haggenmacher. Voting nay: Shelton, Stricklin and Province.

 

Announcement was made concerning a Public Hearing for Revenue Sharing Fund on November 20, at 3:30 p.m.

 

There being no further business, council adjourned.
