CITY COUNCIL MINUTES DECEMBER 19, 1977

 

The Jonesboro City Council met in regular session, Monday, December 19, 1977, at 7:30 p.m. Present for roll call: Mayor, City Attorney, City Clerk and the following named aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Province and Shepard. Absent for roll call: Haigler, Stricklin and Smith.

 

Mr. Park moved that the minutes of December 5, 1977, be approved as mailed, seconded by Mr. Shelton, all voted aye.

 

Mr. Hannah moved for the adoption of the 1978 Budget, seconded by Mr. Minx. Voting aye: Park, Hinson, Bridger, Minx, Hannah and Province. Voting nay: Sanderson, Shelton and Shepard. Motion failed.

 

Mr. Smith and Mr. Stricklin are now present.

 

Mr. Joe Champeau presented a report to council on the Downtown Improvements plan for improvements to Main Place, after which Mr. Park offered the following resolution:

 

RESOLUTION AUTHORIZING ASSESSMENTS FOR THE DOWNTOWN DISTRICT PLAN OF IMPROVEMENT AND NAMING ASSESSORS

 

Mr. Minx moved for the adoption of the resolution, seconded by Mr. Smith, all present voting aye. The resolution was given the number 1977:21.

 

The Mayor recommended Mr. Wilson Cox and Mr. Thayer Marsh to serve on the Electrical Board and advised council that he would ask for their approval January 3rd.

 

On motion by Mr. Hinson, seconded by Mr. Minx, and unanimous vote of council, the next council meeting is scheduled for January 3rd.

 

Mr. Sanderson moved that a Public Hearing on Flintrol Act 9 Bond Issue, be set for 7:00 p.m. on January 3rd, seconded by Mr. Park, all aye.

 

A Public Hearing was also scheduled for 6:30 p.m. on January 3rd for the purpose of hearing a request for a taxi permit. The motion was made by Mr. Minx, seconded by Mr. Smith and received unanimous vote of council.

 

Mayor Stalling advised council that the bid for renovation of the Strand Building was $100,000 over funds available for the project, and advised council that he would solicit local support for raising the needed funds. Mr. Minx moved that the City enter into a contract with EDA for $200,000 for renovation of the Strand Theatre provided that pledges can be raised by December 31, with the pledges to be paid within one year. The motion was seconded by Mr. Bridger with the dissenting votes being casted by Mr. Hinson and Mr. Province.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hinson, all voted aye. The ordinance was adopted and given #1621.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.

 

Mr. Park moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shepard, all aye and the ordinance was given #1622.

 

Mr. Park offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR THE CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 1314, THE SAME BEING AN ORDINANCE PROVIDING FOR THE ADOPTION OF THE NATIONAL ELECTRICAL CODE BY THE CITY OF JONESBORO, ARKANSAS

 

Mr. Stricklin moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Minx. After the reading of the ordinance, Mr. Park moved for the adoption of the ordinance, seconded by Mr. Stricklin. All voted aye and the ordinance was given #1626.

 

Mr. Sanderson moved that January 9th be set for hearing of an appeal from the Electrical Board, seconded by Mr. Hinson. All aye except Mr. Stricklin who passed.

 

Mr. Bridger moved that the City sell the lot at the southwest corner of Cate and East Streets for $5000.00 to Mr. Joe Heineman. Motion seconded by Mr. Shepard, all aye.

 

Mr. Hinson moved that a change order be enter on repairs to the Patrick Street Pool at a cost of $4328.00, motion seconded by Mr. Stricklin. Voting aye: Park, Sanderson, Hinson, Shelton, Bridger, Stricklin, Smith and Shepard. Mr. Minx passed and Mr. Province voted nay.

 

Mr. Shelton moved that the change order for the Senior Citizens Center be approved, seconded by Mr. Hinson. All voted aye.

 

The following bids were opened on cleaning: (see attached)

 

Mr. Shepard moved that the low bid be accepted, seconded by Mr. Park, all voted aye.

 

The following bids were opened on tires: (see attached)

 

Mr. Shepard moved that the bids be referred to the Purchasing Agent, seconded by Mr. Bridger, all voted aye.

 

Mr. Minx advised council that applications from three commercial haulers had met the requirements of the ordinance. The three are: Beeson Sanitation, Indian Waste, and North

East Enterprises, Inc.

 

Mr. Hinson moved that they be allowed to operate as commercial haulers in the City of Jonesboro, seconded by Mr. Smith. All voted aye.

 

Mr. Minx advised that the week of January 3-7 would be designated as Clean Sweep for the purpose of picking up Christmas trees only.

 

There being no further business, council adjourned.
